The Council of City of Waterloo, Iowa, met in Special Session in the
Council Chambers in City Hall at 11:00 A.M. on July 17, 1975, pursuant to
the following call:
TO: CITY COUNCILMEN OF THE CITY OF WATERLOO, IOWA
You are hereby notified that a Special Meeting of the City Council
of the City of Waterloo, Iowa, will be held at the Council Chambers
in the City Hall in the City of Waterloo, Iowa, at 11:00 o'clock P.M.
on Thursday, July 17, 1975 and that said Special Meeting is being
called for the purpose of considering the items of business as shown
on the attached agenda.
You are further notified that no other business except the above will
be transmitted at said Meeting.

Meeting of July 17, 1975 at 11:00 A.M., be received and placed on
file. Motion carried.
68264 - Mayor announced that this was time and place for opening of bids
for sale of $735,000.00 Street Construction Bonds, $520,000.00
Sewer Construction Bonds, and $50,000.00 Flood Protection Bonds,
the meeting was thrown open for the receipt of bids for said
bonds.
Moved by Getty, seconded by Lichty that following sealed bids be
received, placed on file, but NOT OPENED, and sealed bidding
closed:

68269 - An Ordinance amending Ordinance No. 2479, as amended, by adding
Sub -Section No. 71 to Section 2A-5, rezoning certain property in the
City of Waterloo, Iowa, was read by the Clerk.

as having passed its third reading (first passed under C.A.#67992
of 6/16/75, second under C.A.#68082 of 6/23/75), and now placed on
its final adoption. Ayes: Geiger, Getty, Keller, Lichty, Roehr and
Wilharm. Nay: None. Absent: Berdell. Motion carried.
68270 - Moved by Getty, seconded by Lichty that Ordinance No. 2753, an
Ordinance amending Ordinance No. 2479, as amended, by adding Sub -
Section No. 71, to Section 2A-5, rezoning certain property in the
City of Waterloo, Iowa, be adopted. Ayes: Geiger, Getty, Keller,
Lichty, Roehr and Wilharm. Nay: None. Absent: Berdell. Ordinance
adopted.
68271 Moved by Roehr, seconded by Wilharm that Resolution No. 24069, being
a resolution amending Resolution No. 23668, Salaries, as amended,
adopted January 6, 1975, to include July 4 thru 17, 1975, inclusive,
be adopted. Ayes: Geiger, Getty, Keller, Lichty, Roehr and Wilharm.
Nay: None. Absent: Berdell. Resolution adopted.
68272 The Mayor then announced the best sealed bids were as follows:

interest of 5.20176% for the $735,000.00 Street Construction Bonds,
Carleton D. Beh Co. and Associates of Des Moines, Iowa, with a net
interest of 5.19999% for the $520,000.00 Sewer Construction Bonds,
and The Northern Trust Company and Associates of Chicago, Illinois,
with a net interest of 4.68101% for the $50,000.00 Flood Protection
Bonds.
Moved by Keller, seconded by Wilharm that above bids be accepted and
Resolution No. 24070, a resolution directing sale of $735,000.00
Street Construction Bonds, $520,000.00 Sewer Construction Bonds,
and $50,000.00 Flood Protection Bonds of Waterloo, Iowa, be adopted.
Ayes: Geiger, Getty, Keller, Lichty, Roehr and Wilharm. Nay: None.
Absent: Berdell. Resolution adopted.
68273 - Moved by Roehr, seconded by Getty that Clerk be instructed to return
certified checks to unsuccessful bidders. Motion carried.
68274 - Moved by Getty, seconded by Lichty that Resolution No. 24071, a
resolution providing for the issuance of $735,000.00 Street Construc-
tion Bonds and levying a tax to pay said bonds, be adopted. Ayes:
Geiger, Getty, Keller, Lichty, Roehr and Wilharm. Nay: None.
Absent: Berdell. Resolution duly adopted.
68275 - Council Member Roehr then introduced and caused to be read in full
"Ordinance No. 2754. An Ordinance providing for issuance of
$520,000.00 Sewer Construction Bonds, and levying a tax to pay said
bonds."
Moved by Roehr, seconded by Wilharm that above Ordinance
placed on file and rules requiring ordinances to be read
three separate days be suspended and that said Ordinance
placed on its final reading by its title. Ayes: Geiger,
Keller, Lichty, Roehr and Wilharm. Nay: None. Absent:
Motion duly carried.
68276 - Moved by Getty, seconded by Geiger that Ordinance No. 2754, an
Ordinance providing for issuance of $520,000.00 Sewer Construction
Bonds, and levying a tax to pay said bonds, be adopted. Ayes:
Geiger, Getty, Keller, Lichty, Roehr and Wilharm. Nay: None.
Absent: Berdell. Ordinance duly passed and adopted and Mayor signed
his approval thereto.
68277 Moved by Getty, seconded by Geiger that Resolution No. 24072, a
Resolution providing for the issuance of $50,000.00 Flood Protection
Bonds and levying a tax to pay said bonds, be adopted. Ayes:
Geiger, Getty, Keller, Lichty, Roehr and Wilharm. Nay: None. Absent:
Berdell. Resolution duly adopted.
