REGULAR SESSION
January 20, 1975 - 7:00 P.M.
The City Council of the City of Waterloo, Iowa, met in Regular Session in
the Council Chambers in the City Hall in said City at 7:00 P.M. on January
20, 1975.
Mayor Rooff in the Chair.
Present: Councilmen Berdell, Geiger, Getty, Keller, Lichty, Roehr and
Wilharm.
Absent: None.
Councilman Robert R. Wilharm offered the invocation.
67154 Moved by Wilharm, seconded by Roehr that the Agenda, as amended, for
the Regular Session of January 20, 1975 at 7:00 P.M., be accepted
and approved.
Motion carried.
67155 - Moved by Geiger, seconded by Getty that the Minutes of the Regular
Session held January 13, 1975 at 7:00 P.M., be approved.
Motion carried.
67156 - Moved by Getty, seconded by Berdell that the proof of publication of
the Notice of Public Hearing on Proposal to Sell Real Estate in the
City of Waterloo, Iowa, known as Disposal Parcel No. A-5 in the West-
field -Virden Urban Renewal Area, Project No. Iowa R-7, 412 Conger
Street, to Richard D. Angelow, 2163 Grand Blvd., as fully described
in the said notice published in the Waterloo Daily Courier on Decem-
ber 19, 1974, be received and placed on file.
Motion carried.
67157 - The Mayor announced the time had arrived to hear objections, if any,
and asked if anyone present wished to be heard or make objection, or
if any written objections had been filed with the Clerk.
No one appeared to object orally, and the City Clerk reported there
had been no written objections placed on file.
Moved by Geiger, seconded by Getty that Resolution No. 23688, a reso-
lution approving the sale of Disposal Parcel No. A-5 in the Westfield -
Virden Urban Renewal Area, Project No. Iowa R-7, and authorizing the
execution of the necessary contract for sale of land for private
redevelopment and deed, be adopted.
On roll call, Berdell, Geiger, Getty, Keller, Lichty, Roehr and
Wilharm voted Aye. Nay: None. Absent: None. Mayor declared the
resolution adopted.
67158 - Moved by Roehr, seconded by Wilharm that the proof of publication of
the Notice of Public Hearing to vacate certain easements in Hurst
Addition, as fully described in the publication in the Waterloo Daily
Courier on December 26, 1974 and January 2, 1975, be received and
placed on file.
Motion carried.
67159 - The Mayor announced the time had arrived to hear objections, if any,

Thereupon, it was moved by Wilharm, seconded by Roehr that an Ordin-
ance be drawn and submitted vacating certain easements in Hurst Addi-
tion, as fully described in the published notice in the Waterloo Daily
Courier on December 26, 1974 and January 2, 1975.
Motion carried.
67160 An Ordinance vacating certain easements in Hurst Addition, in the
City of Waterloo, Iowa, was read by the Clerk.
Moved by Keller, seconded by Lichty that the rules requiring ordin-
ances to be read in full on three separate days be suspended, said
Ordinance be recorded as having passed its first, second and third
readings, and be now placed on its final adoption.
On roll call, Berdell, Geiger, Getty, Keller, Lichty, Roehr and
Wilharm voted Aye. Nay: None. Absent: None. Mayor declared the
motion carried.
67161 Moved by Getty, seconded by Keller that Ordinance No. 2728, an Ordin-
ance vacating certain easements in Hurst Addition, in the City of
Waterloo, Iowa, be adopted.
On roll call, Berdell, Geiger, Getty, Keller, Lichty, Roehr and
Wilharm voted Aye. Nay: None. Absent: None. Mayor declared the
ordinance adopted.
67162 Moved by Getty, seconded by Wilharm that the proof of publication of
the Notice of Public Hearing to vacate two alleys, one in Block 80
and the other in Block 97, Riverview Addition, as fully described in
the Waterloo Daily Courier on December 26, 1974 and January 2, 1975,
be received and placed on file.
Motion carried.
67163 - The Mayor announced the time had arrived to hear objections, if any,
and asked if anyone present wished to be heard or make objections, or

67164 An Ordinance vacating all of the alley in Block 80 and Block 97 in
Riverview Addition in the City of Waterloo, Black Hawk County, Iowa,
was read by the Clerk.
Moved by Getty, seconded by Wilharm that the rules requiring ordin-
ances to be read in full on three separate days be suspended, said
ordinance be recorded as having passed its first, second and third
readings, and be now placed on its final adoption.

67165 - Moved by Wilharm, seconded by Roehr that Ordinance No. 2729, an Ord-
inance vacating all of the alley in Block 80 and Block 97 in River-
view Addition in the City of Waterloo, Black Hawk County, Iowa, be
adopted.
On roll call, Berdell, Geiger, Getty, Keller, Lichty, Roehr and
Wilharm voted Aye. Nay: None. Absent: None. Mayor declared the
ordinance adopted.
67166 - Mrs. Warren Nash recalled the October, 1974 request by Hugh Copeland,
Director of INRCOG for additional financial assistance of 5C per capita
per year, with Waterloo's Assessment to be $3,800.00, for the North-
east Iowa Health Planning Council, briefly outlined said Council's
health planning programs, asked that the additional funding be approved
and presented a copy of the October, 1974 request.

placed on file.
Motion carried.
67167 - Councilman Keller inquired as to the amount of funding received from
all sources and Mrs. Nash said approximately $10,000.00 and the help
of INRCOG who were practically carrying them by furnishing part time
personnel and office space.
Moved by Roehr, seconded by Lichty that this request be referred to
the Finance Committee with a report back on January 27, 1975.
Motion carried.
67168 - Maynard Reynolds, 605 West llth Street, explained the nearest parking
area to 1316 Washington Street was a block away and the property had
no driveway.
City Engineer Radue stated his main objection was a car would have
to back out into the highway.
After discussion, it was moved by Keller, seconded by Wilharm that
the communication from the City Engineer, transmitting five copies of
Iowa State Highway Commission Form #559 and request from Maynard
Reynolds for permission to construct an 18' Type "C" entrance to U.S.
218 at Sta816+75, Sly side, at S.E. quadrant of Highway U.S. 218 and
llth Street intersection, 1316 Washington Street, as shown on the
attached sketch, and recommending denial, be received, placed on file
and referred to the Public Safety Couuuittee with a report back to the
Council on January 27, 1975.

67169 Moved by Getty, seconded by Wilharm that the communication from the
Community Development Administrator, submitting for Council consider-
ation the offer of Richard D. Angelow, 2163 Grand Blvd., to purchase
Disposal Parcel No. A-3 in the Westfield -Virden Urban Renewal Area,
Project No. Iowa R-7, 308 and 316 Riehl Street, for two residential
structures purposes, in the City of Waterloo, Iowa, for the sum of
$1,300.00, together with a map, and reporting the Community Develop-
ment Board approved said sale, be received, placed on file, Resolution
No. 23689, a resolution authorizing the sale of Disposal Parcel No.
A-3 in the Westfield -Virden Urban Renewal Area, Project No. Iowa R-7,
adopted, and the date of hearing set as February 24, 1975 at 7:00 P.M.
On roll call, Berdell, Geiger, Getty, Keller, Lichty, Roehr and
Wilharm voted Aye. Nay: None. Absent: None. Mayor declared the
resolution adopted.
67170 - Moved by Roehr, seconded by Getty that the communication from the City
Attorney, transmitting the Memorandum of Working Agreement dated 1/9/
75 between the City of Waterloo, Iowa, and the Municiapl Employees'
Local Union No. 1127, affiliated with Laborers International Union
of North America AFL-CIO, referred to him under Council Action #67125
of 1/13/75, and recommending approval, be received, placed on file
and Resolution No. 23690, approving said Agreement and authorizing
the Mayor and City Clerk to sign and execute same in behalf of the
City of Waterloo, Iowa, adopted.

resolution adopted.
67171 - Moved by Getty, seconded by Berdell that the communication from the
City Attorney, transmitting the Agreement between the City of Water-
loo, Iowa, and the International Association of Fire Fighters, Local

#67125 of 1/13/75, and recommending approval, be received, placed on
file and Resolution No. 23691, approving said Agreement and authoriz-
ing the Mayor and City Clerk to sign and execute same in behalf of
the City of Waterloo, Iowa, adopted.

67172 - Moved by Roehr, seconded by Wilharm that the Minutes of the Waterloo
Commission on Human Rights for their meeting held January 2, 1975,
be received, placed on file and Resolution No. 23692, approving said
minutes, be adopted.
On roll call, Berdell, Geiger, Getty, Keller, Lichty, Roehr and
Wilharm voted Aye. Nay: None. Absent: None. Mayor declared the
resolution adopted.
67173 - Jim Porter, Community Enabler, asked how the public would be made
aware of the properties being placed for sale.
Asst. Community Development Administrator, reported the former addres-
ses would be given.
Moved by Wilharm, seconded by Roehr that the communication from the
Community Development Administrator, transmitting a proposed "Reso-
lution establishing fair reuse value for certain parcels to be dis-
posed of in the Westfield -Virden Urban Renewal Area, Project Iowa
R-7", and recommending approval, be received, placed on file and
Resolution No. 23693, establishing said fair reuse value, adopted.

Wilharm voted Aye. Nay: None. Absent: None. Mayor declared
the resolution adopted.
67174 - Moved by Getty, seconded by Berdell that the communication from the
Community Development Administrator, transmitting "A resolution auth-
orizing a Public Offering for the Disposal of Land in the Westfield
Virden Urban Renewal Project No. Iowa R-7", together with Map, and
outlining the procedure for sale of land by this disposal method, be
received, placed on file and Resolution No. 23694, authorizing a
public offering for disposal of land in said area, adopted.

Wilharm voted Aye. Nay: None. Absent: None. Mayor declared the
resolution adopted.
67175 - Moved by Roehr, seconded by Getty that the Delinquent Weed Certifica-
tion List, together with cost for the destruction of weeds, vines,
bushes, etc., be received, placed on file and Resolution No. 23695,
fixing February 17, 1975 at 7:00 P.M. in the Council Chambers of the
City Hall in the City of Waterloo, Iowa, as the time and place for
hearing on proposed assessments for cutting and destruction of weeds
for the Year 1974, be adopted.
On roll call, Berdell, Geiger, Getty, Keller, Lichty, Roehr and
Wilharm voted Aye. Nay: None. Absent: None. Mayor declared the
resolution adopted.
67176 - Moved by Getty, seconded by Roehr that the communication from the
City Engineer, reporting the Iowa State Highway Commission proposes
to reimburse the City of Waterloo for necessary repair work make nec-
essary on a section of Leland Avenue used as a part of U.S. Highway
63 Detour, U-63-6(7)--40-07, estimated cost of $5,167.85, which is
$792.84 more than original cost, and recommending approval, be re-
ceived, placed on file and approved.

67178 Moved by Wilharm, seconded by Roehr that the applications and fees
as shown on the attached sheet for various Beer Permits and/or Beer
and Liquor Licenses as designated, at the locations shown, in the
City of Waterloo, Iowa, be, and the same are hereby approved for
