The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa, at 7:00 p.m. on August 20, 1990. Mayor Bernard L. McKinley in
the Chair. Roll Call: Dell, Fox, Angel, Buck, Wright, Budak, Brown.

that the Agenda, as proposed, for the Regular Session on August 20, 1990, at
7:00 p.m., and the Minutes of the Regular Session on August 13, 1990, at 7:00
p.m., be accepted and approved. Motion carried.
HEARINGS AND BIDS
96224 - Moved by Dell, seconded by Budak
that proof of publication of notice of public hearing on sale and removal of
various residential houses and garages, as published in the Waterloo Courier on
August 1, 1990, be received and placed on file. Motion carried.
96225 - HOLD HEARING --This being the time and place of public hearing, the Mayor called
for written and oral objections and there were none.
Bob Stevenson, City Planner, presented the Abstract of Bids received on said
houses and garages. It was the recommendation of the Planning staff that the
bid for 1018 Janney Avenue submitted by Pramod Sarin for Item No. 2 of Group
B-90 be rejected. With the assistance of federal funds, the property was
improved, including basement facilities.

RESOLUTIONS TO BE ADOPTED
96248 - The Mayor announced that time had arrived for discussion on the rates for whole
sale and suggested retail prices for yard waste bags.
Councilperson Fox, Chairperson of the Public Works Committee, stated it was the
committee's recommendation that the proposed wholesale price for yard waste
bags be set at $1.10 and the suggested retail price be set at $1.20, plus tax.
Kathy Oberle, 710 Forest Avenue, suggested that the City consider Goodwill
Industries as the only distributor of the bags.
John Meyer, Public Works Director, stated that the City has worked very closely
with Goodwill who has agreed to distribute the bags at a cost of 9 1/2 cents
for each bag. Goodwill will distribute them to their existing can and
redemption centers and will make available to other retailers the bags if they
wish to pick them up. Mr. Meyer reported that in speaking with various
retailers in the community, some have indicated a willingness to use them as

a promotion or even give them away free. Mr. Meyer reported that the cost of
the bag may vary in future years depending on the number of bags that are
purchased. If bags are used in larger quantities, the price will be reduced
accordingly.
Joe Polk, 425 Logan, stated that he did not believe the system would work,
particularly for renters.
Forest Dillavou, 1725 Huntington Road, asked if there will be a separate pick
up for yard waste. Mr. Meyer indicated that state law mandates that a separate
yard waste collection be provided. Mr. Dillavou responded that in many areas
of the community, trucks will be driving the streets with no pick ups.
