Mayor McKinley recognized owners of property who significantly changed the appearance of their property through exterior painting, renovation, additions or landscaping and positively reflected on the neighborhood and the City as a whole. Russ Tidwell, 1003 Vine Street, stated that Mr. Rappaport's plan to give a six-month break on the rent is sure to bring failure to a small business person. It was explained that if the designation is given, the developer must pass along the reduced tax costs to a lessee, but that Mr. Rappaport intends to give even a larger break for the first six month of a new lease. Councilperson Dell asked why the City should not take a risk and work with Mr. Rappaport rather than see the area not developed. Reverend Thomas stated that Mayor McKinley did not "hoodwink" the pastors to come and support the concept this evening. He stressed the need to work together and suggested the possibility of using "seed money" from Community Development Block Grant Funds to assist new business. Pastor Martin, a member of the Eastside Ministerial Association, stated that his experience with people points to the need to work together and break the log jam that this development is obviously experiencing. Mike Sheeley, 945 East Donald Street, stated that he supported the development of the Logan Plaza area and asked the City not to delay in revitalizing the area. He also questioned why the City had delayed action several weeks ago. Councilperson Dell stated that it was tabled to allow all sides to be heard, which has now been done. Moved by Brown, seconded by Fox that an "Ordinance adopting Logan Plaza Urban Revitalization Area (LPURA) located on the northeast corner of East Donald Street and Logan Avenue", be received, placed on file, considered and passed for the second time. BILLS PAYMENT 98718 - Moved by Angel, seconded by Brown that "Resolution approving Schedule A918, pp. 1-73, dated December 23, 1991, in the amount of $1,559,098.14, copies of which are on file in the Clerk/Auditor's Office", be adopted. Motion carried. ORAL PRESENTATIONS 98730 - Mayor McKinley read a letter from Craig White, representing Post 730 of the American Legion, to place a helicopter at Paramount Park. In conversations with Parks & Forestry Director Rick Tagtow, Mr. Tagtow recommended against such a proposal. This item was referred to the Parks Department for further review. Carol Petersen, 406 Poplar Street, presented Mayor McKinley with a caricature that she had drawn for his personal use. Mayor McKinley thanked her for this picture. Members of the City Council thanked Mayor McKinley for his six years of service to the City commencing on January 2, 1986. Councilperson Dell thanked the Mayor for his leadership. Councilperson Fox stated that he was honored to serve with the Mayor and he has made him a better person by his example. Councilperson Buck read a poem he had composed concerning the Mayor's years of service. Councilperson Wright stated that all the work that the Mayor has begun will live as a legacy to him.
