The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa, at 7:00 p.m., on September 9, 1991. Mayor Bernard L. McKinley
in the Chair. Roll Call: Dell, Fox, Angel, Buck, Wright, Budak, Brown.
Invocation by: Councilperson Sammie Dell
Pledge of Allegiance: Deputy Clerk/Auditor Michelle Temeyer
Donna Nelson presented the City of Waterloo with an award from Governor Terry Brznstad
for the SAFE (Substance Abuse Free Environment) Program designating Waterloo as a
drug-free community. The Action Plan is now in place, but many committees in the
community are carrying out the plan, including Chief Bernal Koehrsen and Jim Rodemeyer,
Personnel Director. Waterloo is the 12th community in the state to be recognized and the
3rd in Black Hawk County. Mayor McKinley thanked all participants and praised them for
their contribution to this designation.
