that "Resolution authorizing award of contract to Cedar Valley Corporation of
Waterloo, Iowa, in the amount of $118,654.53 for the F.Y. 1991 Randall Street
Sanitary and Storm Sewer Replacement, Contract No. 390", be adopted.
Prior to a vote, Eric Thorson, City Engineer, reported that the contract was
found to be in order and Cedar Valley had submitted a 32 percent minority
participation plan and zero percent female participation. According to Rudy
Jones, Contract Compliance Officer, 31 percent is acceptable for this contract.
A vote was taken with the following result: Ayes: Seven.
Resolution adopted and upon approval by Mayor Pro Tem assigned No. 1991-59.
ORAL PRESENTATIONS
96951 - Mark Atkins, Council Member for the City of Evansdale, complained that
Evansdale has been experiencing bad odors from the Water Pollution Control
Plant. He also stated that in mid-April, the City of Evansdale will be placing
permanent barricades across Dubuque Road if some help is not received from the
state or other sources for the repair and maintenance of Dubuque Road.
John Meyer, Public Works Director, stated that there is indeed an odor being
transmitted from the Water Pollution Control facility. Meyer continued that
within the next two weeks, the City will be starting a process using a chemical
mixture which will help eliminate the odor. Meyer stated that the odor is
generated from organic materials being produced at both IBP and the Tannery.
Due to the fact that the capacity of the plant has been decreased due to
state regulations, the operation is much different from the time when Rath was
in operation and when IBP started operations. Meyer stated that over the next
two to three years, a $5 million improvement to the plant should help alleviate
the odor.
Bob Stevenson, City Planner, stated that the City of Waterloo is presently
scheduling meetings with the State of Iowa regarding Dubuque Road (transfer of
jurisdiction from the State to Black Hawk County).
Kathy Oberle, 710 Forest Avenue, questioned the recent motion by the Park Board
to issue themselves free golf passes for the year. She stated that in these
economic times, she would object to anything being given free to the members of
the Board. She asked the Council to mandate that the Park Board not receive
free golf passes.
Vonnie Jackson, 1838 Howard Avenue, had various questions regarding the City's
use of the local option sales and services tax.

Council adjourn at 7:45 p.m. Motion carried.
