HomeMy WebLinkAbout11/02/92CITY COUNCIL WORK SESSION November 2, 1992 5:45 p.m. Large Conference Room Roll call: Mayor Manning, Angel, Dell, Fox, Budak, Wright, Lemke. Absent: Buck. Mayor Manning called the meeting to order. A video entitled "Nightmare on Main Street" was shown. This video was produced by the Iowa League of Municipalities and typifies the budget process in many Iowa cities. After the video, Bruce Meisinger, Budget Analyst, presented the F.Y. 1994 budget preparation manual identifying key dates during the budget process. Certification must occur prior to March 15, 1993, if the city wishes to increase its tax askings beyond current year levels. The affects of the state imposed budget freeze were detailed. The legislation allows an increase in tax askings in one of two ways. The city may levy taxes on the additional value gained through new construction which totals approximately $17 million. This will generate an additional $145,000 in the general fund. Also, the city may increase its tax askings in a percent equal to the increase in the governmental price index (GPI). We anticipate that the GPI will allow for an approximate growth of two percent although the exact amount will not be known until January, 1993. Mr. Meisinger reported that the Mayor has instructed all departments to prepare the F.Y. 94 budget on a zero growth basis due to the constraints placed on city government by this tax freeze. The Mayor's Reorganization Committee will serve as the Budget Review Committee. They are currently preparing a two year, four year, and a year 2000 plan for the council's consideration. The committee is currently deliberating and will provide the council with their recommendations very soon. The committee will then turn its focus on the F.Y. 94 budget and will provide input at that time. Councilmembers stressed the importance of having timely review from this committee since the March 15th deadline is very crucial. Councilpersons Dell and Angel stated that they would support a tax levy of less than the current $18.63 per $1000 of valuation in the general fund. No official action was taken at said work session.
