The Agenda, as proposed, was approved. Eric Thorson, City Engineer, presented the proposed 1993 Street Improvement Plan funded with local option sales tax receipts. Staff emphasized that the list is subject to change based on council input. Councilperson Budak suggested that South Street, between 6th Street and 9th Street, be included since it is now a more heavily traveled street. Councilperson Dell questioned the city's philosophy in not concentrating street improvements in one particular geographic -City Council Work Session May 18, 1992 Page 2 area creating a greater impact. Fox now present at 5:45 p.m. City staff responded that the list was chosen based upon the overall condition rating of the streets and that distribution among the city's wards was the last consideration. Staff also stated that concentrating street improvements in one geographical area could cause considerable frustration for the neighborhood and does not result in savings for the contractor. The possibility of reconstructing W. 4th Street from the six corners to Ansborough Avenue at an approximate cost of $1 million has been discussed. This project could be eligible for federal funding (ISTEA). No parking is allowed on this segment which would be necessary to obtain federal funding. Councilperson Dell asked that the city consider hard surfacing Hammond Avenue to Hawkeye Institute of Technology. Hawkeye Tech is a traffic generator and Hammond Avenue provides a direct route to the school. Hawkeye is served by two other roads, including Dysart Road and Highway 21. It was suggested that Hammond Avenue be funded with federal funds or a request made by Hawkeye Tech for institutional road funds of the Revitalize Iowa's Sound Economy (RISE) programming. Councilperson Dell stated that residential streets are more important than the improvement of Hammond but that Hammond Avenue should be considered in a future improvement program. City staff provided a status report on the construction of Shaulis Road, westerly of Ansborough Avenue. No official action was taken by the council at this Work Session.
