HomeMy WebLinkAbout05/11/92CITY COUNCIL WORK SESSION May 11, 1992 6:00 p.m. Large Conference Room Roll Call: Mayor Manning, Angel, Fox, Dell, Wright and Buck. The purpose of the meeting was to discuss sanitary sewer problems and proposed study by Brice, Petrides -Donohue in the Ansborough Avenue/Garden Avenue area. Eric Thorson, City Engineer, stated that a public meeting had been held with citizens in the area bounded by Black Hawk Creek, Ansborough Avenue, University Avenue, Greenhill Road and Katoski Drive expressing concerns with basement flooding in the area. Councilperson Buck stated that citizens in the area have been very helpful and are willing to assist in determining the exact problem. Jerry Dykes, 1400 Garden Avenue, presented council members with a packet of information containing letters from concerned citizens, a summary of the public meeting of February 18th at Black Hawk School regarding said problem, and a petition dated June 29, 1991 requesting that the City locate and correct the problem in the area. City Engineer Eric Thorson reported that the Water Pollution/Flood Control have begin televising the sewer lines in the area. Together with this information, city staff is recommending that Brice, Petrides -Donohue be employed to investigate, model and simulate improvements to the sanitary sewer overloading in said area which would include performing smoke testing in the area, compiling data from the television reports provided by the city, evaluate the system for future conditions and develop long range improvements, and prepare a written report of same. This information will be presented to the city council at which time the council will evaluate the alternatives and costs and determine a solution. Phase I estimated cost is $20,000 (payable to Brice, Petrides -Donohue). If the council instructs, Phase II of the agreement would include preliminary and final design of the improvements followed by construction related services. The study could be completed in the next two to three months; however, construction may not begin until next construction year. A second neighborhood meeting is scheduled for Tuesday, May 19, 1992 at 7:00 p.m. at Black Hawk School to advise the citizens of the proposed action of the city. No official action was taken by council members at said meeting. The professional services agreement with Brice, Petrides -Donohue will appear on the city council agenda of May 11, 1992.
