The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa, at 7:00 p.m., on May 4, 1992. Mayor Albert C. Manning, Jr. in
the Chair. Roll Call: Fox, Angel, Wright. Absent: Dell, Buck, Budak, Brown. The Mayor
declared that a quorum was not present and no official businnes was transacted.

Larry P. Burger, Clerk/Auditor, opened and read the following bids for the F.Y. 1992-93

Kathy Oberle, 710 Forest Avenue, questioned the absence of several councilmembers. Mayor
Manning stated that with the vacancy created by the resignation of former Councilperson
Brown, four members are still required for a quorum. Councilperson Buck and Budak are out
of town and Councilperson Dell was attending the Hawkeye Institute of Technology Board of
Directors meeting regarding the appointment of a new president. Ms. Oberle commented on
a recent article in the Des Moines Register written by Councilperson Dave Buck concerning
Wal -Mart's participation in community affairs. Based upon this article, another letter to
the editor has appeared countering Councilperson Buck's original argument. She also stated
that if any elected officials, including the Mayor and City Council Members, are thinking
about resigning to do so now so that the petition/election process is not required another
time.
Duane Wee, 327 Longview Avenue, stated that it was ridiculous to spend so much money on the
removal of yard waste when the City could authorize burning.
Vonnie Jackson, 1838 Howard Avenue, questioned the receipt and expenditure of local option
sales tax revenues. Don Temeyer, Planning and Development Director, stated that there are
two contracts under way utilizing said funds, including the Asphalt Overlay Program for
streets such as Hammond Avenue, Martin Road, Burton Avenue, East Fourth Street and Idaho
Street. Also the Street Reconstruction Project has been let and includes such streets as
West Ninth Street, Midway Drive and others. Ms. Jackson questioned the use of local option
monies on arterial streets when there are so many residential streets to be done. Mr.
Temeyer stated that there are many residential streets included in the program, and that
local option sales tax receipts are not restricted only to residential streets.
Ms. Jackson also complained about the mowing of City rights-of-way and the many dandelions.
Rick Tagtow, Director of Parks & Forestry, stated that the department has determined that
dandelions are not a threat to the health, safety and welfare of the community, and that
dandelion control is done only on a spot treatment basis every three to four years.
Forest Dillavou, 1725 Huntington Road, questioned when the Council hearing on the rezoning
of property located at the northwest corner of the intersection of Ansborough and Black Hawk
Road would be held. Mr. Dillavou will be advised of the hearing date.
Larry P. Burger, Clerk/Auditor, stated that the liquor licenses that were on this evening's
agenda will be timely filed with the State of Iowa to advise them that the Council will be
acting on the applications on May 11, 1992. No interruption of service is expected.
Councilperson Wright commended Chief Koehrsen for the marvelous job of controlling street
violence in light of the racial tension in the Los Angeles area this past week -end.
Mayor Manning stated that on Saturday, May 2, Clean Sweep was held with City employees
picking up litter on University Avenue between Highway 63 and Progress Avenue. In addition
to these twelve City employees, approximately 30 City employees were involved in the March
of Dimes Walk-A-Thon.
