HomeMy WebLinkAbout01/02/92January 2, 1992 The Council of the City of Waterloo, Iowa, met in Organizational Meeting at City Hall Council Chambers, Waterloo, Iowa, at 11:00 a.m. on January 2, 1992. Mayor Bernard L. McKinley in the Chair. Roll Call: Dell, Fox, Angel, Buck, Wright, Budak, Brown. Pledge of Allegiance: Larry P. Burger, City Clerk/Auditor 98731 - Mayor McKinley asked for any discussion from the floor concerning the 1990-91 Council. There was none. Moved by Buck, seconded by Wright that the meeting be adjourned. Motion carried. 98732 District Court Judge George Stigler administered the Oath of Office to Mayor -Elect Al Manning. Mayor Al Manning now in the Chair. 98733 - District Court Judge George Stigler administered the Oath of Office to the following Council Members Elect: Council Member, at Large - Robert Brown Council Member, at Large - Sammie Dell Council Member, First Ward - Dave Buck Council Member, Second Ward - Josef Fox Council Member, Third Ward - Rose Angel Council Member, Fourth Ward - Willie Mae Wright Council Member, Fifth Ward - Tony Budak Mayor Al Manning called the meeting to order. Moved by Angel, seconded by Brown that Larry P. Burger be appointed as City Clerk/Auditor/Treasurer be received, placed on file and approved. Motion carried. 98734 - The Council' of the City of Waterloo, Iowa, met in Organizational Council Meeting at City Hall Council Chambers, Waterloo, Iowa, at 11:00 a.m., on January 2, 1992. Mayor Al Manning in the Chair. Roll Call: Dell, Fox, Angel, Buck, Wright, Budak, Brown. 98735 - Moved by Buck, seconded by Angel to receive and place on file the Oaths of Office of the Mayor and City Council Members. Motion carried. 98736 - Invocation: Reverend Randolf McHone, Grace Lutheran Church, West 7th and Allen. Councilperson Buck pledged his support to make the City of Waterloo a better place to live under the leadership of Mayor Manning. Councilperson Angel stated that she agreed with Councilperson Buck's assessment. Roosevelt Taylor, 311 Iowa Street, welcomed the new Mayor aboard and stated that everybody should work together for a better City. Moved by Buck, seconded by Dell that the above comments be received and placed on file. Motion carried. 98737 - Moved by Budak, seconded by Brown that Rose Angel be appointed as Mayor Pro -Tem for 1992-1993 be received, placed on file and approved. Motion carried. 98738 - Moved by Dell, seconded by Buck that communication from Mayor Manning transmitting recommendation of appointment of Bernal Koehrsen, Jr. as Chief of Waterloo Police Department, be received, placed on file and approved. Motion carried. January 2, 1992 Page 2 98739 - Moved by Brown, seconded by Budak that communication from Mayor Manning transmitting recommendation of appointment of Stan Stapella as Chief of Waterloo Fire Department be received, placed on file and approved. Motion carried. 98740 - Moved by Wright, seconded by Fox that communication from Mayor Al Manning transmitting reappointment of the following Department Heads be received, placed on file and approved: James Walsh, City Attorney Eric Thorson, City Engineer Motion carried. 98741 - Moved by Dell, seconded by Buck that communication from Larry P. Burger, City Clerk/Auditor/Treasurer, transmitting reappointment of the following be received, placed on file and approved: Michelle Temeyer, Deputy City Clerk/Auditor/Treasurer Tom Campbell, Deputy City Clerk/Auditor/Treasurer Motion carried. 98742 - Moved by Budak, seconded by Fox that the following Council Standing Committees for 1992-1993, with the Chair to be elected at first regular meeting be received, placed on file and approved: FINANCE HUMAN RESOURCES Rose Angel Robert Brown Willie Mae Wright Josef Fox Dave Buck Willie Mae Wright BUILDING & GROUNDS Willie Mae Wright Robert Brown Tony Budak PUBLIC SAFETY Sammie Dell Dave Buck Tony Budak PUBLIC WORKS ORDINANCES Josef Fox Entire Council Sammie Dell Rose Angel Motion carried. 98743 - Moved by Buck, seconded by Brown that communication from Larry P. Burger, City Clerk/Auditor, transmitting Surety Bonds from Northwestern National Insurance Company in the amounts of $5,000 for all City employees, $45,000 additional for City Clerk/Auditor/Treasurer, $20,000 additional each for the two Deputy Clerk/Auditor/Treasurers and Clerk II's in Clerk/Auditor/Treasurer's Office be received, placed on file and approved. Motion carried. 98744 - Moved by Buck, seconded by Brown that "Resolution naming National Bank of Waterloo, Waterloo Savings Bank, Norwest Bank, Public Employees Credit Union, MidAmerica Savings Bank, John Deere Community Credit Union and Police Credit Union as depositories for the City of Waterloo", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1992-1. 98745 - Moved by Brown, seconded by Buck that the Council adjourn at 11:10 a.m. Motion carried. Larry P.
