Deb Collett, Executive Director of the Waterloo Housing Authority, stated that this federal grant award will allow the construction of ten single family homes in scattered sites throughout the community. After construction, the families will be located to occupy the structures and to develop a five-year plan for eventual purchase. The City of Waterloo is one of only seven cities to receive such funding in a seven state Midwest area. Councilperson Wright commended Ms. Collett for her work and effort on this program. specifications, 10 public houses published in the on file. The application is for the hiring of 13 new sworn police officers at a cost of $1,685,955.24. The Chief will also be requesting a waiver of the 25 percent local match in light of the City's financial circumstances. Although an award is anticipated, the application could be resubmitted for future rounds of funding in subsequent months. In response to a question from Councilperson Lemke, Chief Koehrsen reported that should the grant be approved, the City Council will then enter into a contract at which time the funding issue, if necessary, would be addressed. Approval or denial of the grant should be received in mid or late November. The Chief indicated that funds may be available for the local match in the department's trust or forfeiture funds. Councilperson Lemke stated that it would be impossible to raise taxes for the match, and that money is not available within the budget to meet the matching requirements. Resolution adopted and upon approval by Mayor assigned No. 1993-583. 101883 In response to a question from Shirley Koslowski, 816 Archer Avenue, Michelle Temeyer, Acting Clerk/Auditor, stated that this agreement is a seven-year renewal agreement with U.S. West Communications for dial tone to each of the City's telephones. This renewal contract is at a slightly increased amount and is the only service available. Should fiber optics be an option for the City within the seven-year agreement, it would allow for this change. Resolution adopted and upon approval by Mayor assigned No. 1993-586. 101886 - Eric Thorson, City Engineer, stated that this increase is for subgrade work due to wet weather conditions this past summer. The Iowa Department of Transportation has agreed to fund 80 percent with the City responsible for the remaining monies. The actual change order cost will be based on actual quantities used. Hennessey, 558 Montero Drive, questioned Councilperson Fox concerning his comments that the City needed to protect "its investment" (see CR 101892). Councilperson Fox explained that Community Development funds in the amount of $750,000 had been loaned for the facility. Elaine Jaquith, 810 Cornwall Avenue, read a prepared statement into the record concerning her show "Telling It Like It Is" and difficulties she has been experiencing with the public access channel and the Waterloo Cable Commission. She stated that she was concerned about the Cable Commission's policies and procedures for public access, which includes the Federal Fairness Doctrine. The Cable Commission has informed her that she must comply with said doctrine, but she has been informed that the doctrine has not existed since 1987. She stated that she has sought legal counsel should the City of Waterloo pursue this matter further. She also questioned why TCI is not required to furnish a public access studio as is required by the Operation and Maintenance section of the Cable Ordinance.
