Resolution adopted and upon approval by Mayor assigned No. 1993-362. 101353 - In response to a question from Councilperson Budak, John Meyer, Public Works Director, noted that this increase in engineering services is a reasonable request in light of the additional work required by the engineer. This project was bid twice requiring additional work for redesign of the specifications. The City was notified in April 1993 of this possible increase in cost. He noted that the City of Cedar Falls pursues the individual to whom service is rendered rather than the property owner. Mr. Blow advocated that those persons who generate the waste should pay for the waste making them responsible for unpaid bills. In response to a comment from Mr. Blow, Councilperson Budak questioned why the City does not attempt to collect from the tenant. Mr. Meyer explained that the Water Works does pursue the individual who has signed for services, also noting that monthly billing is available to Water Works customers. Mr. Blow questioned the amount of garbage that would be allowed for the first container on a volume -based rate. Mr. Meyer explained that this would include a 35 gallon container with a maximum weight of 50 lbs. Mr. Meyer noted that specific items relating to garbage collection are contained in the City's written policies and rules. Councilperson Dell reminded citizens that Mr. Meyer warned that the problems alluded to by Mr. Blow, such as illegal dumping, would become a problem should the City implement a volume -based rate. Councilperson Dell applauded Mr. Blow's efforts as a good landlord in keeping his properties free and clean of litter. Mr. Blow explained that it has become very costly for him to pick up in the alleys and it will become more costly as the City implements the volume -based rate. David Geiger, 175 Prospect Avenue, stated that as a family of four, he generates approximately 4 to 5 bags per week, which will cost him much more with a volume - based rate. Mr. Geiger was advised of the City's recycling effort which is an attempt to reduce the volume of waste to the landfill. It was noted that the City has made application for a grant to purchase equipment for use for curbside collection. Mr. Geiger questioned whether the City had contingency plans to pick up the anticipated increase in discriminate dumping. The Mayor noted that the $10 per month fee includes stepped-up enforcement efforts. Mr. Geiger stated that with the increasing garbage fees and taxes, it becomes difficult to remain in Waterloo. Mr. Meyer provided national statistics which relate to the actual volume of garbage generated once a volume -based rate is put into effect. Basically, people become more efficient with the packing of their garbage, reducing the overall volume. He noted that garbage is a utility service and should be paid for by those who use the service similar to gas, electric and others. Councilperson Fox suggested that at the time the City implements a curbside collection system that the volume -based rate be reviewed. Karen McMurphy, 609 Elm Street, stated that as a family of seven, the third increase in garbage fees in recent memories has adversely affected her family. A large portion of their garbage stream is diapers, which are not recyclable. Mr. Meyer advised Ms. McMurphy that the City offers a low-income exemption; however, the income is not based on family size. It was suggested that the City review whether an exemption based on family size could be implemented in future years. Forest Dillavcu, 1725 Huntington Road, stated that he has noticed considerably more trash in the ditch as the City continues to increase fees. He also feared that this would be similar if the City were to implement a volume -based rate. It was noted that on a nation-wide basis if a city experiences illegal dumping before a volume -based rate is implemented, most generally the problem will continue after enactment of such a fee schedule. Ross Blow commended the City for its free yard waste collection near the Rath administration building. This was an excellent program and should be continued in the future. ORAL PRESENTATIONS 101365 - Robert Sieglaff, 914 West Third Street, alluded to the increase in garbage rates and suggested that the waste stream could be reduced by taking cans and glass to the recycling center on a methodical basis. He complained of the condition of West Third Street as not being swept, and that the sewer inlets are full of sand. He also complained of a semi -truck that has been parked in an adjacent alley. He noted that the Police Departmenthas not responded to his complaints because it is not a priority issue. Mayor Manning announced that the "Call the Mayor Show" will be conducted following this evening's Council meeting. Citizens are asked to call 291-4365. He and Department Heads would be available to answer questions from the public.
