The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa, at 7:00 p.m., on Monday, April 26, 1993. Mayor Albert C. Manning,
Jr. in the Chair. Roll Call: Fox, Angel, Buck, Wright, Budak, Lemke. Absent: Dell.

that the Agenda, as proposed, for the Regular Session on Monday, April 26, 1993,
at 7:00 p.m., and the Minutes of the Regular Session on Monday, April 19, 1993,
at 7:00 p.m., be accepted and approved. Motion carried.
Mayor Manning read a Proclamation declaring the week of April 25 - May 1, 1993 as
Arbor Week.
Mayor Manning read a Proclamation declaring April 30 through May 4, 1993 as
Disabled American Veterans Forget -Me -Not Days.
Mayor Manning read a Proclamation declaring the month of May as Tourism Month.
Terri Poe, Executive Director of Waterloo Convention & Visitors Bureau, was
present and thanked the Mayor for the proclamation.

form of contract, etc. and taking of bids for the F.Y. 1993 Asphalt Overlay
Program, Contract No. 447, as published in the Waterloo Courier on April 16, 1993,

101055 - HOLD HEARING --This being the time and place of public hearing, the Mayor called
for written and oral objections and there were none.
Councilperson Lemke questioned what additional projects will be funded with the
additional monies being received from the Local Option Sales Tax. Eric Thorson,
City Engineer, commented that several streets are being reviewed in the Greenbriar
area as requested by Councilperson Dell. Councilperson Budak questioned whether
there will be any intersection repair in his ward. Mr. Thorson noted that City
staff will be reviewing the list and possibly making changes as money allows.
Ernie Boykin questioned whether any of the pot holes on Walnut Street adjacent to
Hardees, 805 Franklin Street, will be repaired. Mr. Thorson reported that this
area is included in the Sixth Street Extension project, and that several streets
in the area are also included as part of the City's Street Reconstruction Program.

that "Resolution confirming the approval of plans, specifications, form of

101072 - In response to a question from Ernie Boykin, Don Temeyer, Planning and Development
Director, noted that Subsystem L is part of the west side downtown street
signalization program that is being completed in conjunction with Relocated U.S.
Highway 218 project. This will allow the traffic signals to be tied into a
computer at City Hall. The Iowa Department of Transportation pays for the
equipment and the City installs it.

CAD work with Wayne Claassen Engineering and Surveying, Inc. in conjunction with

said agreement", be adopted and Mayor authorized to execute same. Ayes: Six.

101073 - In response to a question from Gary Ranken, 1165 Dixon Drive, Eric Thorson, City
Engineer, noted that the construction plans for the Audubon Heights area were

are then forwarded to the Department of Natural Resources for issuance of a permit
to allow construction.

101099 - City Engineer Eric Thorson recommended that the bid of Aspro, Inc. & Subsidiaries
be approved for the F.Y. 1993 Asphalt Overlay Program, Contract No. 447 (see CR
101057 for bid opening). He noted that the minority goal for the project is 5
percent and the female participation 1 percent. The contractor has proposed 5.1
percent of participation for minorities and 3 percent for female participation.
