Bob Stevenson, Administrative Director, presented a proposed
ordinance for the distribution of the Hotel/Motel tax proceeds.
This ordinance is needed as the City is currently operating under
a resolution which needs to be restated as an ordinance. The
proposed ordinance disburses funds from the collection of a seven
percent guest tax. The ordinance sets a limit of $500,000 for the
Waterloo Convention and Visitors Bureau with 50% of this for
promotion of tourism and 50% to attractions that will enhance
tourism. Any revenue in excess of $500,000 shall be allocated
with fifty percent to the Waterloo Convention and Visitors Bureau
and the remaining fifty percent shall be allocated at the
discretion of the Mayor and City Council for tourism -related
purposes.
Mayor Rooff recounted the programs that were assisted with this
year's Hotel/Motel proceeds at the Council's direction. The
Council approved a twenty-five thousand dollar donation to support
the PASS stadium project and the Young arena each and additional
funds for the Municipal Band. The Waterloo Chamber of Commerce and
Convention and Visitors Bureau are endorsing this project.
Councilperson Getty stated his support of the ordinance and raised
a concern regarding the need to fund a downtown christmas light
project for the upcoming season. Alternatives for funding were
discussed with the Council and representatives from the downtown
area.
Moved by Murphy, seconded by Mollenhoff to forward the proposed
ordinance to the regular Council meeting of October 24, 1994 for
formal action. Ayes: Six. Absent: Jordan. Motion carried.
With no further business before the council, it was moved by Getty,
seconded by Collier that the meeting be adjourned at 6:00 p.m.
