The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa, at 7:00 p.m., on Monday, October 10, 1994. Mayor John R. Rooff in

Drive to construct a commercial building, as published in the Waterloo Courier on
September 26, 1994, be received and placed on file. Ayes: Seven. Motion
carried.
103671 - HOLD HEARING --This being the time and place of public hearing, the Mayor called
for written and oral objections and there were none.

that "an Ordinance amending Ordinance No. 2479, as amended, City Zoning Ordinance
by adding Subsection No. 283 to Section 2A-5 Rezoning Certain Property", be

by adding Subsection No. 283 to Section 2A-5 Rezoning Certain Property", bel

Subsection (55) Hackett Road (S) of Section 543, Thru Streets (install stop sign
at "T" intersection of South Hackett Road where it intersects with the drive to
the new John Deere Health Care Clinic)", be received, placed on file, considered
and passed for the first time. Ayes: Seven. Motion carried.

appointment of John Blitsch to the Civil Service Commission, with term expiration

that communication from Street & Sanitation Superintendent transmitting
recommendation of appointment of Tom Meyer to the position of Solid Waste
Operator, effective October 11, 1994, be received, placed on file and approved.

103690 - Anders/Jordan
that communication from Mayor John Rooff transmitting recommendation of
appointment of Helen Zellhoefer to the Board of Library Trustees, with term
expiration of June 30, 2000, be received, placed on file and approved.
Prior to a vote on the above motion, the following comments were heard.
Councilperson Mollenhoff inquired into the possibility of setting a shorter term
than the six year term that is proposed.
Mollenhoff/Murphy
that the above motion be amended to a 4 year term with an expiration date of June
30, 1998.
Mr. James Walsh, City Attorney, researched this issue and informed the council
that Iowa Code Section 392 states that the term of the Library Trustees are set
by the initial Library Trustees' charter. Mr. Walsh suggested that the Council
may propose a shorter term to the candidates but can not involuntarily impose
shorter terms
The second is withdrawn by Murphy. The Mayor called for a second and the
amendment died for lack of a second.
After discussion, a vote was taken on the original motion with the following
result.
Ayes: Six. Nays: Mollenhoff. Motion carried.
Travel Requests
103691 - Krizek/Mollenhoff
that the following travel requests, with expenses not to exceed amount shown, be
received, placed on file and approved:
1. Cammie Scully, Associate Art Director, to attend the Midwest Museums
Conference in Chicago, Illinois on November 9 - 12, 1994, with costs not to
exceed $470.00.
2. Dennis Gentz, Assistant City Engineer, to attend "Field to Finish Survey
School" in Ames, Iowa on November 21 - 23, 1994, with costs not to exceed
$287.00, including the use of a city vehicle. {
3. Tim Powers, Lieutenant and Coordinator of the Hazardous Material Training
Center, to visit IBP Corporate Safety Headquarters in Dakota City, Nebraska
on October 17 - 19, 1994, with costs not to exceed $326.00.
4. Jerry Strouse, Maintenance Electrician, to attend Electrical Code Block
License Prep Course in Waterloo, Iowa on October 14 and 21, 1994, with costs
not to exceed $210.00.
Ayes: Seven. Motion carried.

that the report of the City Attorney and list of bonds filed with the City Clerk
through October 10, 1994 be received, placed on file and report and bonds be
approved. Ayes: Seven. Motion carried.
ORAL PRESENTATIONS
103694 - June Hays, 2717 East Fourth St, addressed the Council regarding an article which
ran in the Sunday, October 9 edition of the Waterloo Courier. Ms. Hays stated
that the article is an insult to her as it inferred that she was an underclass
citizen for living on the east side of Waterloo. In addition to the harm done by
the article she believed the Courier further emphasized this point by having
accompanying articles on a robbery of an east side store and an assault and
robbery incident. Ms. Hays spoke to the writer of the article at the Courier and
this person stated that an October issue of World and News Report would contain
further statements of this type. Ms. Hays stated that the public perception of
Waterloo and the east side is harmed by these articles and felt her concerns
should be raised in a public meeting.
Mayor Rooff agreed with Ms. Hays and thanked her for bringing this matter to the
Council's attention.
