Moved by Mollenhoff, seconded by Getty that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. Fire Chief Magsamen reviewed changes to the Life Safety Code and Rental Housing Code with the Council. Changes proposed include a change in the fee structure for rental housing fees and the ability to escalate the re -inspection schedule when substantiated complaints are made or more than two unresolved violations are cited. Chief Magsamen clarified the life safety fee structures to included business areas of Churches outside the sanctuary and parsonage. Moved by Mollenhoff, seconded by Collier that the proposed amendments to the Life Safety Code and Rental Housing Code be deleted from tonight's council agenda and that a date of public hearing be set on proposed changes prior to adoption by council. Ayes: Seven. Motion carried. With no further business before the council, it was moved by Mollenhoff, seconded by Jordan that the meeting be adjourned at 6:10 p.m. Ayes: Seven. Motion carried. Susan Fangman City Clerk COUNCIL WORK SESSION August 8, 1994 4:45 p.m. Large Conference Room Members present: Jordan, Krizek, Mollenhoff, Murphy, Getty, Anders, Collier. Moved by Murphy, seconded by Mollenhoff that the Agenda, as proposed, be approved. Ayes: Six. Absent: Collier. Motion carried. Council requested of Mr. Linda and Mr. Han that the following changes be made to the proposed ordinance. In addition to the placarding of each property a written notice be sent to the property owner informing them of the offense. The notice of violation and abatement period should be expanded to a 10 day period in place of the proposed 3 day period. Councilperson Collier now present at 5:03 p.m. Don Temeyer, City Planner, discussed the need for a change to 23 1/2.9 to expand enforcement efforts for business areas. He identified problems with businesses storing parts and repair items in areas outside their business which are unsightly to the public. The current ordinance does not allow for enforcement of all business properties. John Woods, 302 Commercial, requested that the Council consider the additional changes in 23.17 making the tenant and landowner jointly and severally fiscally responsible. He suggested additional forms of penalty, such as denial of motor vehicle registrations or driver's licenses. Moved by Mollenhoff, seconded by Krizek that the above amendments to the Litter Ordinance be approved and placed on the city council agenda. Ayes: Seven. Motion carried. With no further business before the council, it was moved by Mollenhoff, seconded by Collier that the meeting be adjourned at 5:35 p.m. Ayes: Seven. Motion carried. Susan Fangman City Clerk
