Members present: Mayor Rooff, Anders, Getty, Jordan, Krizek,
Mollenhoff.
Members absent: Collier, Murphy.
Moved by Getty, seconded by Anders that the Agenda, as proposed, be
approved. Ayes: Five. Absent: Collier, Murphy. Motion carried.
An application from Mary Heber, 1220 Virginia Street, for a
variance to the noise ordinance on June 4, 1994, from 5:00 to 11:00
p.m., which had previously been deleted from the Council agenda,
was discussed. Councilperson Anders stated there may be one
neighbor who possibly could file a complaint. He wanted to know
how the other councilmembers felt on this request. It was the
consensus of the members present to allow her the variance.
Councilperson Anders will notify the police since there is not a
council meeting prior to the date of the request.
A travel request from staff of the Water Pollution Control plant
was discussed. The councilmembers present discussed four options
for attendance at the Iowa Pollution Control Association 76th
Annual Conference to be held on June 7-10, 1994 in Clinton, Iowa.
Option 1 - two persons, Option 2 - one person, Option 3 - one
person full conference and two persons one -day basis, and Option 4
- no one attending. The option costs range from zero dollars if no
one attends up to $1,031 if all three attend. This item will
appear on the June 6, 1994 Council agenda.
Bob Bamsey, a RUST representative, presented and discussed
Supplemental Agreement No. 2 to include design and construction -
related services for the addition of certain elements at the
anaerobic lagoon. RUST will perform design and construction -
related services on ten (10) items that were deleted from the
original project at a cost of $28,000.00. RUST would also prepare
an operation and maintenance manual for the pretreatment facilities
at a cost of $17,000.00. They would assemble the operation and
maintenance manual, prepare a draft of the manual for the city's
review and comments and revise the manual with the comments
received by the city and staff.
Mayor Rooff reported the trip to Moody's in New York was very fast,
lean, and he felt it was very successful. He presented the
councilmembers a packet of some of the various charts and graphs
presented to Moody's. He informed them there is a complete manual
of all information that was presented on hand for their reading in
his office. He stated that we have three companies interested in
insuring our bonds at this time.
Mayor Rooff reported on the Energy Audit, which is an audit of all
the buildings in the City to determine savings in energy costs.
The council awarded the low bid contract for the energy audit to
Energy Tech, Inc. on March 7, 1994. The reports from Energy Tech,
Inc. on all the buildings are available in his office for council
reference. He stated we have six months to select what parts of
the recommendations the city will do at this time and have them
completed. Also, Midwest Gas will help fund this energy savings
audit.
Insurance Coordinator Sue Fangman gave an update on staffing
procedures. A staffing schedule booklet is compiled where all
requests are logged in, assigned a number and sent out to various
departments for their action and to report back. This booklet will
be kept in the Administrative Assistant's office where council may
review all requests and determine their status. It will also be
available at the Council Agenda Work Session meetings on Thursdays.
When a situation is resolved, it will then be removed from the
scheduling booklet.

Mayor Rooff presented to the councilmembers present a report from
RCM Associates, Inc. The report is in regard to the Engineering
Concept Plan for the new satellite Wastewater Treatment Facility.
He would like everyone to review the report. There will be a
Council Work Session held on June 6, 1994 and then it will appear
on the June 13, 1994 Council agenda.
Mayor Rooff briefly discussed the following items. He passed
around a sign-up sheet for councilmembers interested in taking a
bus tour of the Cedar Valley Lakes on June 8, 1994 from 1:00 - 4:00
p.m.
Mayor Rooff informed the council he has reserved 8:30 - 10:00 a.m.
each morning for councilmembers to visit with him. It was reported
that the council was having difficulty finding a time when he was
available.
The Mayor reported on the Johnson Street apartments which are
cockroach infested. Children have had to be taken to the hospital
to get cockroaches out of their ears. Lou Cutwright, Building
Official, made an inspection of the apartments and found open wires
hanging out of the ceiling, no lights in the hallways, mold on the
walls, tiles missing from the floors and walls, no working fire
doors, etc. The landlord has been served notice and all unoccupied
apartments have been tagged. Assistant City Attorney Sang -Ki Han
reported a plan of action has been scheduled with various welfare
agencies of the city, county and state. The apartments will be
closed down as a dangerous building when the various agencies have
relocated the 11 families currently living in the apartments.
Mayor Rooff passed out copies of a letter from Joe Dinnebier
regarding a proposed Park Board hiring and his being passed over
for a promotion. This position in the Park Department was pulled
from the Council agenda of May 23, 1994 and action was delayed.
Mayor Rooff said this situation will be staffed for the time being
and they will proceed from there.
The Mayor reported on a National Dairy Cattle Congress press
release he has distributed. He said it basically states the Cattle
Congress owes the city approximately $1 million dollars ($834,000
Community Development Block Grant Loan and $165,000 owed to the
City for repayment for road work at the track).
Mayor Rooff passed out a handout on the Clerk office and Finance
office for the councilmembers to review as a possible split of the
current Clerk/Auditor's office. This will be reviewed in a Human
Resources Committee meeting scheduled for Monday, June 6, 1994.
Mayor Rooff presented a letter and a bill from Beal's for a refund
of $788. He was told he had to have a ventilating system installed
by an inspector of the city, which he made. It was later ruled by
the Building Inspection Department that the installation was not
warranted and alternatives could solve the problem.
Moved by Getty, seconded by Jordan that the meeting be adjourned at
6:18 p.m. Ayes: Five. Absent: Collier, Murphy. Motion carried.
