Members absent: Krizek. Also present: George Meeks, Human Rights Commissioner; Jim Glaza, Human Rights Commissioner; Mike Allen, Human Rights Commissioner; Bennie Walker, Jr., Human Rights Commissioner; Jimmie Porter, Community Enabler; Patricia Reed, Human Rights Commission staff; Gale Quirk, Human Rights Commission staff; Mary Manning, Human Rights Commissioner; Val Martin, Human Rights Commissioner; Nicki Pierce, Human Rights Commission staff. Moved by Mollenhoff/Collier that the Agenda, as proposed, be approved. Ayes: Six. Absent: Krizek. Motion carried. A meeting was held with the Human Rights Commission staff and commissioners to determine their needs and make the council members aware of their needs. The commission stated they have a May 16, 1994 deadline for applicants to file for the director's position. They have 23 applicants and hope to start interviewing next week. By the middle of June they hope to have their recommendation of a director for City Council approval. Their immediate needs are a director, hiring two (2) specialist, and an office manager. They will be presenting a mission statement as well as their beliefs. Commissioner George Meeks stated the reason for hiring a consultant was due to not having a director, two specialists and the handling of 67 open cases, which have backlogged because of the personnel shortage. He said the money is in the current budget because of savings in staff wages and no one doing any traveling. He stated Mr. Middleton was a former Human Rights Director and is familiar with ADA laws. He feels Mr. Middleton's assistance would be most valuable to the Waterloo Human Rights Commission as well as the citizens of Waterloo. He would train the new director and other new personnel who are not familiar with the codes, procedures and politics. This training would probably take a minimum of six weeks. Mr. Meeks also pointed out that they are suppose to have ten (10) commissioners. Currently, there are only eight (8) commissioners appointed and only four (4) of these commissioners have had the necessary training. With no further business before the council, it was moved by Getty, seconded by Mollenhoff that the Council adjourn at 5:14 p.m. Ayes: Six. Absent: Krizek. Motion carried.
