Moved by Murphy, seconded by Mollenhoff that the Agenda, as proposed, be approved. Ayes: Six. Absent: Collier. Motion carried. Sue Fangman, Insurance Coordinator, introduced Bill Robinson, Vice President of the Segal Company. Mr. Robinson stated they were retained in December 1993 to study the possibility of combining insurance coverage for four governmental bodies (City of Waterloo, City of Cedar Falls, Waterloo Community Schools, and Black Hawk County) to take advantage of the larger employee base. He said if all four government employers band together and buy the insurance under a combined policy, they could save $725,000. He said the way to get discounts from insurance providers is to present volume to them. If you stay together as a group, long-term, there is more benefit through savings. He pointed out that the City of Waterloo would realize $81,931 in savings next year by taking advantage of the new bids and the savings would grow to $131,586 if everyone joins together under one policy. He stated the rates quoted are guaranteed for 60 days and assume a July 1, 1994 implementation. The bids are for a two-year period and cover self-funded health insurance, third party administration and claims payment, life insurance and long-term disability insurance. Sang Ki -Han, Assistant City Attorney, discussed theater license applications. Two of the things he checked in the Code of Ordinances does not give the city any discretion in denying a license if the zoning is correct and they are located properly. He stated the reason for approval of the license is because this as well as most other city ordinances were written back in 1941 and have not been repealed or changed. Police Chief Koehrsen reviewed the process for an application for pawn brokers and secondhand goods dealer's license. The Police Department does a local criminal record check and a national record check. They look for conviction within the past five years for theft, damage or trespass of property or operations of a business. The Police Chief's role is merely to recommend or deny a license based upon reviewing his files for convictions against the license. Pawnbrokers and secondhand dealers have to fill out a pawn card and keep it on file. The police have a person who visits all the stores, one or two times a week, and checks serial numbers and runs them through the computer to see if there are any stolen items appearing. With no further business before the council, it was moved by Getty, seconded by Murphy that the meeting be adjourned at 5:00 p.m. Ayes: Six. Absent: Collier. Motion carried.
