Members present: Mayor Rooff, Jordan, Collier, Krizek, Getty,
Anders.
Members absent: Mollenhoff, Murphy.
Moved by Getty, seconded by Krizek that the Agenda, as proposed, be
approved. Ayes: Five. Absent: Mollenhoff, Murphy. Motion
carried.
Agenda items for the council meeting of April 11, 1994 were
reviewed and discussed with representatives from departments who
had placed items on the agenda.
Mayor Rooff declared a recess at 4:25 p.m.
Mayor Rooff reconvened the work session at 4:30 p.m.
Councilperson Anders now present at 4:33 p.m.
Mayor Rooff and Councilperson Collier now absent at 4:35 p.m. to
attend Human Rights Commission meeting in large conference room.
Improvements at the Water Pollution Control Facility were reviewed.
Councilperson Anders stated that the council needs to make a
decision on whether to proceed with the contract with RUST
Environment on improvements to the Water Pollution Control Plant,
which would cost approximately $37 million. One of the questions
facing this council is whether a satellite plant needs to be built
for additional industrial capacity and other improvements to the
existing plant. Councilperson Anders has been in contact with
another engineering firm to design an alternate plan for the
project. This company would present an engineering report to the
council in 30 days, at which time the decision would have to be
made whether to go with RUST Environment or the new company.
Councilperson Anders stated that remodeling of the plant will
enable us to handle our residential customers and expansions. He
also would like to set up a meeting with RUST to address problems
at the lagoon.
Bob Stevenson, Administrative Assistant, distributed a copy of the
City Residents Satisfaction Survey Summary to councilmembers and
presented a short summary of the survey.
Mayor Rooff now present at 5:00 p.m.
Mayor Rooff stated that he is satisfied with the job RUST has done
on the satellite plant and would not recommend asking another
company if it could outbid the design submitted by RUST. The Mayor
suggested that more council input is needed before a decision is
made and that another work session be scheduled for this item.
Discussion was heard on the leaf burning issue. Councilperson
Jordan submitted a plan to have an All City Leaf Pick-up the week
of April 18, 1994. The leaf pick-up would take place during the
citizens' regular garbage pick-up day. During this week, citizens
may bag up leaves in any kind of bag and it will be picked up free
of charge. Mayor Rooff stated this would be done at no cost to the
taxpayers. Councilperson Jordan is working with the scouts for
volunteers to help the elderly or disabled persons rake their
leaves and put into bags.

Councilperson Collier now present at 5:30 p.m.
Discussion was heard regarding the pros and cons of allowing
burning of yard waste. It was the consensus of those
councilpersons present to go ahead with the plan presented by
Councilperson Jordan.
Moved by Getty, seconded by Krizek that the meeting be adjourned at
5:35 p.m. Ayes: Five. Absent: Mollenhoff, Murphy. Motion
carried.
