Also present: Mark Jacobs, Gerry Oman and Mike Massina from IPS. Moved by Getty, seconded by Collier that the Agenda, as proposed, be approved. Ayes: Six. Absent: Krizek. Motion carried. Bob Stevenson, Administrative Assistant, presented the proposed resolution to reinstall most non -conflict street lights, which is on the council agenda this evening, for discussion. Of the 1,354 lights that were removed, 1,077 are owned by Midwest Power and 277 are owned by the city. Gerry Oman, Midwest Power Operations Manager, stated it should take approximately four months to reinstall 974 of the 1,077 residential street lights that were shut off last year as a cost saving measure. He said that is saying if we do not have the storms and other problems we had last year. Beginning April 1, 1994, the city has agreed to begin paying for 305 of the 1,077 lights that had been reinstalled and paid for by area residents. Also, a refund would be issued to those residents who have prepaid for electricity beyond the April 1, 1994 date. According to Mr. Oman, Midwest Power will install all but 103 lights free of charge and the $19,215.00 the city owes Midwest for turning the lights off will be forgiven. He guaranteed that no matter how many lights the city turns on, the cost of utility to the city will not exceed $19,000 before July 1, 1994. The best way to put it is that this action will not cost the city any more in its current FY 94 budget than was originally planned. Bob Stevenson said that the 103 lights Midwest Power had reviewed and recommended not to be reinstalled are basically in the rural areas. They light a cornfield or a single farm house. Mayor Rooff stated these lights would be reviewed on a case-by-case basis at the request of neighboring property owners. Also, if someone calls and asks for a new light, it will be reviewed by the council to determine if it should be done. All the new lights will be high pressure sodium instead of the old mercury vapor type that had been used. With no further business before the council, it was moved by Getty, seconded by Collier that the meeting be adjourned at 6:16 p.m. Ayes: Six. Absent: Krizek. Motion carried.
