HomeMy WebLinkAbout02/14/94i CITY COUNCIL WORK SESSION February 14, 1994 4:30 p.m. Large Conference Room Members present: Anders, Getty, Murphy, Mollenhoff, Krizek, Jordan, Collier, Mayor Rooff. Fedon Petrides, Bob Bamsey and staff of RUST Environmental & Infrastructure continued the February 7, 1994 presentation regarding wastewater collection and the Water Pollution Control facilities of the City of Waterloo, Iowa. They stated Iowa Division of RUST does not offer maintenance and operation services for the Pollution Control facilities. Also, design involvement on the present plant includes only those facilities built since 1988. They reviewed the demands -regulations -impact -improvements from the mid-1980s to 1993. They also referred to a study that was made in September 1988 which included three steps of Phase I, Construction and Phase II, Construction Improvement. The city constructed Phase I, Step I, for $1.4 million in 1989; Phase I, Step II, for $1.4 million in 1990; as well as Phase I, Step III (IBP grease removal) for $485,000 in 1990. Phase II, Construction, estimated at $13 million was never pursued by the City of Waterloo and, therefore, never constructed. The present anaerobic lagoon project was designed as a two -cell lagoon, but because the total project costs bid on March 16, 1992 was approximately $4 million, it was cut back to a one -cell lagoon, and many other items were also deleted which have caused some of the problems the city is currently experiencing. RUST has presented a plan (Alternative G) they recommend which includes the Satellite WPCF that would treat the anaerobic lagoon discharge as well as wastewater from industries from the Northeast side of Waterloo. The Easton Avenue plant would be rehabilitated with continued use of the existing trickling filters for BOD removal. No official action was taken at this meeting.
