Mayor John R. Rooff in the Chair. Roll Call: Jordan, Collier, Krizek, Mollenhoff, Anders, Murphy, Getty. Invocation by: Reverend John L. Gable, 1st Presbyterian Church Pledge of Allegiance: Army Explorer Scout Post No. 532, Adam Martin, Leader Mayor Rooff presented a certificate of recognition and proclamation to Watco Construction, Inc., Marty Deviney, President, and Mr. Deviney's daughter, Pat Kimball. Mayor Rooff asked for a moment of silence for former Mayor Leo P. Rooff, who has been in intensive carefor two weeks following surgery. 102455 - Murphy/Mollenhoff that the Agenda, as proposed, for the Regular Session on Monday, January 24, 1994, at 7:00 p.m., be accepted and approved. Ayes: Seven. Motion carried. 102456 - Krizek/Collier that the Minutes, as proposed, for the Regular Session on Monday, January at 7:00 p.m., be accepted and approved. Ayes: Seven. Motion carried. 18, 1994, Mayor Rooff read a Proclamation declaring the week of February 6 to February 12, 1994 as Pet Pals Week. Mayor Rooff read a Proclamation declaring the week of January 30 to February 6, 1994 as Catholic Schools Week. Mayor Rooff read a Proclamation declaring the month of February 1994 as American History Month. HEARINGS 102457 - Anders/Jordan that proof of publication of notice of public hearing on sale and conveyance of Disposal Parcel Nos. 11, 12, 13, and 50 in conjunction with Martin Luther King Jr. Drive project for $1,049.00 and rescinding Resolution Nos. 1992-671 and 1992-672 in their entirety due to an error in the legal description to the Chicago & North Western Transportation Company, as published in the Waterloo Courier on January 14, 1994, be received and placed on file. Ayes: Seven. Motion carried. 102458 - HOLD HEARING --This being the time and place of public hearing, the Mayor called for written and oral objections and there were none. Mollenhoff/Murphy that the hearing be closed. Ayes: Seven. Motion carried. 102461 - Jordan/Mollenhoff that communication from Planning and Development Director transmitting Fiscal Year 1993 Annual Report of the Waterloo Planning, Programming and Zoning Commission be received and placed on file. DOCUMENTS 102462 - Mollenhoff/Jordan that communication from Planning and Development Director transmitting an agreement with Wayne Claassen Engineering and Surveying, Inc. for design and inspection services in the amount not to exceed $14,980.00, utilizing REAP funds, in conjunction with Riverside Trail, Contract No. 454, together with recommendation of approval, be received, placed on file and "Resolution approving said agreement", be adopted and Mayor and Acting Clerk/Auditor authorized to execute same. Resolution adopted and upon approval by Mayor assigned No. 1994-23. 102464 - Murphy/Collier that communication from Planning and Development Director transmitting contract for review appraisal services with Hertz Appraisal Services in the amount of $1,840.00 for Groups 1 and 2 in conjunction with Martin Luther King Jr. Drive, HDP -9107(1)--79- 07, together with recommendation of approval, be received, placed on file and "Resolution approving said contract", be adopted and Mayor and Acting Clerk/Auditor authorized to execute same. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1994-24. 102465 Krizek/Collier that communication from Community Development Administrator transmitting Grant Agreement with the U.S. Department of Housing and Urban Development for the Supplemental Appropriation for Disaster Recovery Assistance funds to be used for emergency repairs to those persons who received damages from last year's severe weather and flooding and to acquire property in the Sherwood Park area, be received, placed on file and "Resolution approving said grant agreement", be adopted and Mayor authorized to execute same. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1994-25. RESOLUTIONS TO BE ADOPTED 102466 - Murphy/Mollenhoff that "Resolution by the Council of the City of Waterloo, as the Waterloo Housing Authority, approving the Department of Housing and Urban Development (HUD) regulation changes to the Family Self -Sufficiency Action Plan to assist Section 8 families in the move from welfare assistance to economic independence", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1994-26. 102467 - Jordan/Murphy that "Resolution approving and accepting quit claim deed from Kaspend Enterprises for the most westerly 1.28 feet of the 10 ft. of San Marnan Drive right of way previously vacated, sold and conveyed to them for the extension of Pheasant Lane", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1994-27. BILLS PAYMENT 102468 - Krizek/Anders that "Resolution approving Schedule A918, pp. 1-59, in the amount of $1,020,854.85, dated January 24, 1994, a copy of which is on file in the Clerk/Auditor's office", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1994-28. NEW BUSINESS 102469 - Mollenhoff/Collier that communication from Associate Engineer transmitting cost estimate and breakdown for ten grade crossing improvements with Chicago Central and Pacific Railroad Company in conjunction with the 1994 Railroad Crossing Improvement Program, be received, placed on file and approved and Mayor authorized to execute same. Ayes: Seven. Motion carried. Travel Requests 102470 - Mollenhoff/Jordan that the following travel requests, with expenses not to exceed amount shown, be received, placed on file and approved: 1. Instructors for the Waterloo Fire Rescue Hazardous Material Regional Training Center to attend 80 hour hazardous material team level course in Mason City, Iowa on January 24 February 4, 1994, with costs not to exceed $1,100.00. t January 24, 1994 Page 3 Travel Requests - continued 2. Gregory Engel, Police Investigator, and Steve Tomkins, Police Officer, to attend basic sex crimes investigations seminar in Johnston, Iowa on February 21-24, 1994, with costs not to exceed $455.00, including the use of city vehicle. MISCELLANEOUS 102471 - Collier/Jordan that the following beer and liquor license permit applications be received, placed on file and approved and endorsed applications forwarded to the Iowa Beer and Liquor Control Department and application for an extension to going out of business sale, be received, placed on file and approved: 1. Beer License Permit Application Class B Main Channel Fish Co., 218 Division Street (Renewal) (Expires 1/27/95) 2. BONDS 102472 - Anders/Getty that the report of the City Attorney and list of bonds filed with the Clerk/Auditor through January 24, 1994, be received, placed on file and report and bonds approved. Ayes: Seven. Motion carried. ORAL PRESENTATIONS 102473 - Jim Porter, 527 Cottage Street, stated he had listened to the Proclamations that were read this evening and was inquiring if there was going to be a Proclamation declaring and recognizing February as Afro-American History Month. Mayor Rooff responded that this was forthcoming and would be on the February 7, 1994 council meeting. Walt Reed and Jim Porter stated that KBBG radio would be presenting a 10-12 hour/day special during February in regard to Afro-American history. They invited the Council to participate by listening, adding to it and being a part of the Afro-American History Month. Mary Manning, 243 Windsor Drive, invited Council Members to attend any of the Human Rights Commission meetings and that they are always invited.
