The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa, at 7:00 p.m., on Monday, January 24, 1994. Mayor John R. Rooff in
the Chair. Roll Call: Jordan, Collier, Krizek, Mollenhoff, Anders, Murphy, Getty.
Invocation by: Reverend John L. Gable, 1st Presbyterian Church
Pledge of Allegiance: Army Explorer Scout Post No. 532, Adam Martin, Leader
Mayor Rooff presented a certificate of recognition and proclamation to Watco Construction,
Inc., Marty Deviney, President, and Mr. Deviney's daughter, Pat Kimball.
Mayor Rooff asked for a moment of silence for former Mayor Leo P. Rooff, who has been in
intensive carefor two weeks following surgery.

Agreement with the U.S. Department of Housing and Urban Development for the
Supplemental Appropriation for Disaster Recovery Assistance funds to be used for
emergency repairs to those persons who received damages from last year's severe
weather and flooding and to acquire property in the Sherwood Park area, be received,
placed on file and "Resolution approving said grant agreement", be adopted and Mayor
authorized to execute same. Ayes: Seven.

that "Resolution by the Council of the City of Waterloo, as the Waterloo Housing
Authority, approving the Department of Housing and Urban Development (HUD) regulation
changes to the Family Self -Sufficiency Action Plan to assist Section 8 families in
the move from welfare assistance to economic independence", be adopted. Ayes:

1. Instructors for the Waterloo Fire Rescue Hazardous Material Regional Training
Center to attend 80 hour hazardous material team level course in Mason City, Iowa
on January 24 February 4, 1994, with costs not to exceed $1,100.00.

ORAL PRESENTATIONS
102473 - Jim Porter, 527 Cottage Street, stated he had listened to the Proclamations that were
read this evening and was inquiring if there was going to be a Proclamation declaring
and recognizing February as Afro-American History Month.
Mayor Rooff responded that this was forthcoming and would be on the February 7, 1994
council meeting.
Walt Reed and Jim Porter stated that KBBG radio would be presenting a 10-12 hour/day
special during February in regard to Afro-American history. They invited the Council
to participate by listening, adding to it and being a part of the Afro-American
History Month.
Mary Manning, 243 Windsor Drive, invited Council Members to attend any of the Human
Rights Commission meetings and that they are always invited.
