HomeMy WebLinkAbout11/20/95City Council Work Session November 20, 1995 4:30 p.m. Large Conference Room Members present: Mayor Rooff, Anders, Getty, Krizek, Mollenhoff, Jordan Members absent: Collier, Murphy It was moved by Krizek, seconded by Jordan to approve the agenda as proposed. Ayes: Five. Absent: Collier, Murphy. Motion carried. Fire Chief Magsamen is requesting authorization to enter into an agreement with the University of Northern Iowa for leadership training of staff and team leaders for the Fire department. This training is important to the department in attaining the goals set in their Strategy Beyond the Year 2000. The University of Northern Iowa has proposed that five workshops and leadership skill assessments be used in training sixteen individuals. The program cost is estimated at $8,820.00 and payments will be transmitted over a two year period. Councilperson Getty asked if funds were budgeted for this item. Magsamen stated that with the total cost spread over two years funds would be found in the budget or there is a possibility that revenues could be received to reimburse training costs. Mayor Rooff asked if this training would replace the need for training at the National Fire Training Center. Magsamen stated that it would be supplemental training but will work in conjunction with the leadership training provided by the National Fire Academy. It was moved by Getty, seconded by Jordan to approve the request and forward the agreement for full council action after funds to pay for the training are identified for the Finance Committee by Chief Magsamen. Ayes: Five. Absent: Collier, Murphy. Motion carried. Magsamen indicated that the department is submitting a request to FEMA for reimbursement of training costs to supplement the training budget. With no further discussion on this matter it was moved by Getty, seconded by Krizek to adjourn the meeting at 4:55 p.m. Ayes: Five. Absent: Collier, Murphy. Motion carried. Susan Fangman City Clerk November 20, 1995 Page 7 Oral Presentations - continued Val Martin, 3433 Rosehill Terrace, spoke for Mrs. Stoutner about the need for a curb cut for Mrs. Stoutner's property. Could a curb cut be placed near the adjacent property's existing curb cut? City Engineer Eric Thorson stated that City ordinance requires properties with access from two different streets to direct access to the least traveled street. It would require an ordinance change to allow a curb cut for the Stoutner property. L.C. Hennessey, 717 Eastgate, can't conceive anyone is so selfish as to not let leaves go back to the soil. Iowa's rich black soil is a result of the return of nutrients to the soil. He emphasized that we need to teach people to compost and not set an example of picking up leaves and hauling them to the landfill. Street Superintendent Dick Grimm informed Mr. Hennessey that the leaves were not hauled to the landfill but land applied to area farm lands for tilling into the soil as he suggested. Ernie Boykin, PO Box 1438, invited the mayor and council to a pancake breakfast to be held on December 2 at First Lutheran Church as a final fund raising event for KBBG and First Lutheran Outreach.
