Mayor John R. Rooff in the Chair. Roll Call: Anders, Murphy, Getty, Krizek, Collier. Absent: Jordan, Mollenhoff. Assistant City Attorney Sang -Ki Han stated that labor negotiation strategy is an approved topic of Executive Session pursuant to Iowa Code Section 20.17(3) (1995). 105726 - Krizek/Collier that the Council adjourn to Executive Session at 5:31 p.m. Ayes: Five. Absent: Jordan, Mollenhoff. Motion carried. EXECUTIVE SESSION 105727 - Krizek/Murphy that the Council adjourn the Executive Session at 6:35 p.m. Ayes: Six. Absent: Mollenhoff. Motion carried. Ayes: Six. Absent: Mollenhoff. Motion carried. 105729 - Murphy/Jordan that the Minutes, as proposed, for the Regular Session on Monday, October 16, 1995 at 7:00 p.m., be accepted and approved. Ayes: Six. Absent: Mollenhoff. Motion carried. Mayor Rooff read a Proclamation declaring October 22-28, 1995 as Consumer Credit Education Week. Mayor Rooff read a Proclamation declaring the last full week in October as Adult Immunization Awareness Week. Mayor Rooff read a Proclamation declaring October 23-31, 1995 as Red Ribbon Week. Mayor Rooff presented the U.S. Department of Justice Certification of Appreciation to Officer Tim Pillack. Mayor Rooff recognized Bev Lind, Library Director, for the honor of being named Iowa Library Association Member of the Year for 1995. The award was given to Ms. Lind for her outstanding services. ADJOURNED HEARING 105730 - This being the time and place of adjourned hearing of October 10, 1995 (see CR 105674) on the preliminary design for the Randall Street access to Highway 63 (Sergeant Road) generally located in an area bounded on the north and west by Highway 63, on the east by Norimer Street, and on the south by Wellington Street, the Mayor stated that the city has resubmitted the design and is waiting for a response from the Iowa Department of Transportation. Krizek/Murphy that the hearing be adjourned until such time that the City of Waterloo receives a response from the Iowa Department of Transportation on said preliminary design. Ayes: Six. Absent: Mollenhoff. Motion carried. HEARINGS AND BIDS 105731 Murphy/Collier that proof of publication of notice of public hearing on specifications, form of contract, etc. and taking of bids for the 1995 Accessibility Projects, as published in the Waterloo Courier on October 10, 1995, be received and placed on file. Ayes: Six. Absent: Mollenhoff. Motion carried. 105732 - HOLD HEARING --This being the time and place of public hearing, the Mayor called for written and oral objections and there were none. Resolution adopted and upon approval by Mayor assigned No. 1995-671. 105737 - Getty/Jordan that communication from Superintendent of Parks transmitting recommendation of award of contract in the amount of $45,222.00 to Continental Bridge of Alexandria, Minnesota in conjunction with Gates Golf Course Bridges, be received, placed on file and "Resolution approving award of said contract", be adopted. PETITIONS FROM PUBLIC 105738 - Jordan/Anders that communication from Dan Deery Motor Co. requesting that the city vacate, sell and convey a portion of Murphy Road right-of-way generally located east and adjacent to Alexandra Drive be received, placed on file and "Resolution setting date of hearing as November 13, 1995 at 7:00 p.m. in the City Hall Council Chambers on the above described request", be adopted and Deputy City Clerk instructed to publish notice of same. DOCUMENTS 105740 - Krizek/Anders that communication from Assistant City Engineer transmitting Construction Plans for the Alexandra Drive connection to San Marnan Drive, as submitted by Wayne Claassen Engineering & Surveying, Inc. of Waterloo, Iowa, be received, placed on file and "Resolution approving said construction plans", be adopted. October 23, 1995 RESOLUTIONS TO BE ADOPTED 105741 - Murphy/Jordan Page 3 that "Resolution accepting from the First Assembly of God Church and dedicating for storm sewer and drainage easement purposes property generally located between U.S. Highway 63 and the end of April Street to handle the runoff from the church parking lot", be adopted. ORDINANCES TO BE ADOPTED 105742 - Anders/Jordan that "an Ordinance amending the 1993 Code of Ordinances of the City of Waterloo, Iowa, by repealing Article I, Taxicabs, of Chapter 36, Vehicles for Hire; and enacting in lieu thereof a new Article I, Taxicabs and Limousines, to Chapter 36, Vehicles for Hire", be received, placed on file, considered and passed for the second time. Travel Reauests 105744 - Jordan/Murphy that the following travel requests, with expenses not to exceed amount shown, be received, placed on file and approved: 1. Patrick Vollbrecht, Fire Lieutenant, to attend National Emergency Training Center Course - Fire Inspection Principles, in Emmitsburg, Maryland, with costs not to exceed $179.00. 3.
