105674 HOLD HEARING --This being the time and place of public hearing, the Mayor called for
oral and written objections.
City Engineer Eric Thorson informed the public that the project is a result of
concerns by citizens in this area to gain access to go west on University Avenue or
South on Highway 63 without using the downtown routes now required. The Department
of Transportation has reviewed and accepted three of the four possible exits from
the area. This summer the City met with area residents at Belmont Park and with
input from that meeting the Engineers drew up a plan which has received preliminary
approval from the Department of Transportation.
Councilperson Murphy asked if an entrance at the site of the exit would be an option
in the future if residents would desire it. Thorson stated that a right turn in
lane could be added to the design. Councilperson Mollenhoff questioned whether it
would be more cost effective to add the right turn in and right turn out sequence
at the same time. Thorson stated that there wouldn't be a substantial cost
difference to add it later.
Councilperson Collier asked for clarification of which of the proposed exits was
less expensive. Thorson stated that the Randall Street exit was estimated to cost
about twenty thousand dollars less than the Wellington exit. The proposed design
was estimated to cost $87,000 to construct and the Department of Transportation has
committed $80,000 to fund the project.
Councilperson Getty questioned if the barricading of Randall Street would cause
ambulance drivers difficulty in reaching patients. The Fire Chief stated that there
is access into the area but the ambulance could have difficulty in turning around
to exit. Councilperson Anders asked the purpose of the barricade. Thorson
explained that the Department of Transportation limitation stated that there can't
be a connection within one hundred feet of an intersection.
With no further discussion by the Council the Mayor opened the discussion to members
of the public wishing to speak on this issue.
Roman Frackiewicz, 214 Leland Ave, stated that he must go twenty-three blocks out
of his way to exit the area to go to work or to head towards Cedar Falls. The
design of Highway 218 lacked circulation for the neighborhood. He stated his
support of the plan as proposed.
Randy Herod, 1217 W. Mullan Ave, introduced himself as a resident of the area. He
reported that he has concerns about the design which doesn't address the needs of
the residential neighborhood. The design doesn't take into consideration the park
which has a large volume of youngsters playing in it due to the rental housing
complex across the street. Norimer Street is not paved and probably would not hold
up under the traffic. Herod suggested the design be altered to provide entry from
Randall Street with a u -turn type of exit onto Highway 63. He requested
reconsideration of the design and doesn't support it as presented.
John Lichty, 535 W. Wellington, informed the Council that to the right of Norimer
Street are apartments with angle parking which narrows the access on Norimer to one
lane during the winter. There is already traffic conflicts with the small children
darting across to the park between cars. Lichty stated that he doesn't support the
design as presented and would support the proposed redesign as Randy Herod
suggested.
Leslie Streittmatter, 1201 W. Mullan, supported Randy Herod's design but would
really prefer an exit at West Mullan through reconfiguration of the underpass.
Mary Lichty, 535 W. Wellington, pointed out that there is no way to go south on
Highway 63 for residents in the current design unless a u -turn is made in the area
of the exit ramps or by using Third Street.
Eric Thorson reminded the Council that the consensus at the Belmont meeting was for
an exit out of the neighborhood only so that no increase in traffic could enter the
neighborhood. Jerry Martin, Martin Realtors, reported that polling of residents at
the meeting at Belmont was virtually unanimous on the design location to exit at
Randall Street.

that the hearing be adjourned to October 23, 1995 after the Engineer has evaluated
the alternative design and reviewed it with the Department of Transportation.
Councilperson Mollenhoff added that he hoped the design would take the park use into
consideration. With no further discussion the motion was voted on with the

ORAL PRESENTATIONS
105691 - Bruce Kaesser, 1030 Easton Ave, reported that while he was parked at the Crossroads
Hy -Vee Store he noticed cars parked in the fire lane. After complaining to the
manager he was told that there was no enforcement of the fire lane because there is
no city ordinance regulating them. Fire Chief Magsamen explained that there are no
regulations which regulate parking on private property except for handicapped
parking. The City has not controlled fire access to commercial buildings. The
administration has looked into this regulation before but it has never developed to
a stage where it is enforceable.
Councilperson Getty referred issues raised from the neighborhood walk at West Ninth
Street to staff for review. Residents would like barricades on the curve of West
Ninth Street to protect the houses there. Residents of 1316 through 1332 Washington
Street also request barricades be erected to protect their houses. A petition
requesting the barricades was received and placed on file.
