The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa, at 7:00 p.m. on Monday, July 24, 1995. Mayor John R. Rooff in the

Mayor Rooff read a Proclamation declaring Tuesday, August 1, 1995 as National Night
Out.
Mayor Rooff recognized Waterloo Fire Rescue Members Bob Boeck, Rich Kalianov, Dave
Murray, Andy Olson and Doug Carter for their quick response and treatment of Mike
Pietz during a cardiac arrest emergency.

that "an Ordinance vacating a portion of the east -west alley generally located

that "Resolution authorizing sale and conveyance of a portion of the east -west alley

Mary Haasis, 116 Courtland, explained that she feels the parking concerns need to
be addressed for residents. She opposes the suggestion of creating a cul de sac in
this area as it will create a dangerous situation. Councilperson Getty asked that
the residents contact the Mayor's office or their council representatives if the no
parking creates a burden so that the issue may be reviewed.
Following discussion a vote was taken on the above motion with the following result.

in Louisville, Kentucky on September 7-13, 1995, with costs not to exceed
$1,580.00, including the use of city vehicle.
2. Eric Thorson, City Engineer, to attend 1995 Iowa/Nebraska American Public Works
Association Joint Fall Conference and Board meeting in Council Bluffs, Iowa on
August 9-11, 1995, with costs not to exceed $341.00.
3. Kent Shankle, Curator/Registrar, to transport exhibit to South Dakota State
University in Brookings, South Dakota on August 28, 1995, with costs not to
exceed $135.00, including the use of city vehicle.
4. Tom Jennings, Police Sergeant, to attend 15th Annual Mid -States Organized Crime
Information Center Conference in Rapid City, South Dakota on September 19-21,
1995, with costs not to exceed $353.00, including the use of city vehicle.

Bicycle Federation of America in Madison, Wisconsin on September 16-17, 1995,

ORAL PRESENTATIONS
105229 - David Blecha, 615 Sonya Dr., came representing the residents of Sturdy Addition in
Waterloo. The residents are faced with a property owner that has placed a residence
in their neighborhood that does not comply with the deed of dedication for their
addition. The house was moved from 912 Kimball Avenue and has been moved to the lot
at 607 Sonya Dr. The residents of the addition have asked the council to have the
house removed. The house is not of similar design to other homes in the
neighborhood and distracts from the rest of the homes. The home is forty years
older than any other home in the addition and the current appraised property value
is less than half of the other homes in the addition. If this home is left it will
have an economic impact on Waterloo and the residents of Sturdy Addition and
adjoining additions. The home can affect the resale value of the present homes and
may deter prospective buyers from purchasing homes or lots in the Sturdy Addition.
The residents request that the City of Waterloo take action to prevent further
activity on the property, initiate the process for removing the home located at 607
Sonya and address the issue of moving pre-existing homes into neighborhoods where
it will substantially depreciate current values. A petition against placement of
the home was placed into the council record.
Jim Blackledge, 136 Woodlawn Rd, is a resident of the Hammitt Hills Addition and he
is currently building a house on Tami Terrace for resale. He agrees with the
residents that the older house shouldn't have been moved into the neighborhood.
This property, as it is on the corner, will impede any further new construction in
the area. He recommends the council consider acting on an ordinance to prevent
violation of deeds of dedication.
Councilperson Getty expressed his feeling that the National Cattle Congress Board
has sold out the citizens of Waterloo. The deals cut by the NCC haven't addressed
the $944,000 debt owed to the City from Community Development loans and road
construction costs. Councilperson Getty asked that a meeting be set up with the NCC
Board and the City Council to discuss the intent of the Board with regard to this
outstanding obligation.
Jim Blackledge, 136 Woodlawn Rd, suggested that the City could recoup its costs by
establishing an industrial park next to the Greyhound Park.
Councilperson Krizek thanked the Waterloo's 150th Birthday Party Committee for their
work and congratulated them on their success in providing a wonderful celebration
for the residents of Waterloo.
