Prior to a vote on the motion the following discussion was heard:
Mayor Rooff reported to the Council that an underwriting committee would be
established to review requests for economic development funding and it would include
representatives from local financial institutions, Cedar Valley Economic Development
Corp. and Black Hawk EDC. Carl Adrian reported that Cedar Valley Economic
Development is in favor of the funding for this project and that the approval of
this financing could improve the provisions of the CEBA funding that has already
been awarded.
With no further discussion on this matter a vote was taken on the above motion with
the following results. Ayes: Six. Absent: Anders.

that communication from Fire Chief transmitting guidelines for open burning be
received, placed on file and "Resolution approving said guidelines", be adopted.
Prior to a vote on the motion the following discussion was heard:
Councilperson Getty stated his approval of the proposed guidelines but he raised
concerns about the method the Fire Department is using to handle complaints about
open burning. Fire Chief Magsamen reported that the Department's policy is to
evaluate each complaint based on its nuisance value and at the discretion of the
officer in charge fires may be extinguished if considered a nuisance or in
violation of the guidelines set forth. The Fire Department is tracking calls
received about open burning and this information will be summarized for the Council
at a later date.
With no further discussion on this matter a vote was taken on the above motion with
the following results. Ayes: Six. Absent: Anders.

that "Resolution removing temporary stop signs at the intersection of Kimball and
Byron Avenues when construction of Vermont has been completed and removing temporary
stop signs at the intersection of Sheridan Road and Berkshire when West 4th Street
is reopened to traffic", be adopted.
Prior to a vote on the motion, Councilperson Jordan reported that residents in the
Sheridan neighborhood have requested that a permanent stop sign be installed at the
intersection of Sheridan and Berkshire. The request was forwarded to the
Superintendent of Traffic Operations for review.
With no further discussion on this matter a vote was taken on the above motion with
the following results. Ayes: Six. Absent: Anders.

105144 - L. C. Hennessy, 717 astgate Ave, reported hearing tbAk the Indians are coming to
July 10, 1995 Page 9
town and that if John Titler wants another referendum he would do well to go to
Cedar Rapids for a vote. Mr. Hennessy recommended that the Dog Track officials show
the public what is being done with the money that was generated by their operations
before another vote is considered.
Pierre Denault, 205 Lovejoy, asked for a progress report on the committee appointed
to find alternative uses for Grace Methodist Church. City Planner Don Temeyer
reported that the church has postponed moving from the premises for at least a year
after deciding to build rather than merge its congregation with another so the
committee has been given more time to work on alternatives. Mr. Denault asked
whether the new Symphony conductor, Elizabeth Schulze has been consulted on the
feasibility of the use of the facility as a performing arts center. Don Temeyer
stated that the Symphony has a member on the committee and that the conductor has
toured the facility. Mr. Denault asked if it is considered to be a conflict of
interest if the architect for UNI's Performing Arts Center is also evaluating this
project. Don Temeyer stated he didn't believe a conflict existed but that there are
three architects doing pro bono work on the cost and use estimates, all as committee
members.
