Members absent: Getty.
Moved by Collier, seconded by Anders that the Agenda, as proposed,
be approved. Ayes: Five. Absent: Getty, Murphy. Motion
carried.
Discussion was held on unimproved streets and the selection of 1996
street improvements. City Engineer Eric Thorson stated that there
are 344 miles of improved streets and 71 miles of unimproved
streets in the city. Fourteen miles of the unimproved streets are
in rural areas.
Murphy now present at 5:10 p.m.
Mr. Thorson and the council reviewed a list of possible streets for
improvement in 1996. The council reviewed the type of construction
and cost estimates in each ward. Mayor Rooff stated that city
staff spends a lot of time patching unimproved streets, and he
suggested that the unimproved streets be sealed coated. Mr.
Thorson stated that there are two to three miles in the Cedar
Terrace area that will be seal coated this summer. Once Cedar
Terrace is completed, staff will be able to review whether seal
coating will be a cost effective procedure for the unimproved
streets.
Mr. Thorson stated that approximately $10 million of street
improvements have been submitted and included in the list
distributed to the council; however, there is only $5.5 million
available for the 1996 street improvement program. Mayor Rooff
informed the council that the city receives funds from the Road Use
Tax and Local Option Sales Tax for street improvements. Community
Development Block Grant funds will be used for the Mobile Street
project, but none were allocated for FY 1996.
Mayor Rooff suggested that the council look at the miles of work
that can be completed and not only the number of dollars. He
suggested that each ward be awarded a percentage of the $5.5
million using the total dollar amount of proposed streets submitted
by the council. Another work session will be scheduled for June
26, 1995 to further discuss this issue.
With no further business before the council, it was moved by
Jordan, seconded by Mollenhoff that the meeting be adjourned at
6:20 p.m. Ayes: Six. Absent: Getty. Motion carried.
