Moved by Krizek, seconded by Jordan that the Agenda, as proposed,
be approved. Ayes: Five. Absent: Getty, Mollenhoff. Motion
carried.
City Engineer Eric Thorson provided a list of the requests for
street improvements for 1996. Thorson recommended that the council
consider programming $5 Million dollars into street reconstruction
and overlay for 1996 with additional funds being used to seal coat
or use RAP on unimproved streets. The summer survey crew will be
ready to start surveying for the 1996 reconstruction projects and
they need to be decided upon soon.
Thorson explained that the overlay program should be considered for
streets that are rated "poor" by the pavement management system.
Overlay will extend the life of the street by approximately ten
years which will save the cost of total reconstruction.
Mayor Rooff suggested that the council review their lists of
streets and prioritize the needs for their ward. Staff will be
preparing lists of the unimproved streets and cost estimates for
seal coating. A work session will be set up for the unimproved
streets on June 19th.
The council agreed to work with the City Engineer to establish a
list of streets for reconstruction and it was moved by Krizek,
seconded by Jordan to adjourn at 5:01 p.m. Ayes: Five. Absent:
Getty, Mollenhoff. Motion carried.

Moved by Krizek, seconded by Jordan that the Agenda, as proposed,

Fire Chief Magsamen introduced Medical Supervisor Brett Bredman to
explain the proposed changes to the ambulance service. Brett
Bredman summarized the billing items that are proposed for changes
which include a fifty dollar billing for providing services to non-
resident patients, increased transport charges, and charges for
extra personnel. These rate increases are in line with other
agencies' rates serving a similar population base. The new rates
will be prepared and submitted to Medicare for their review and
approval as soon as they have been adopted by council.
Councilperson Jordan expressed his support of the non-resident fees
but asked that the Fire Chief review these proposed changes with
the Operational Review Committee for their input. It was moved by
Krizek, seconded by Murphy to direct the Fire Chief to bring the
proposed changes to ambulance service fees to the council for
action at the June 12 council meeting. Ayes: Six. Absent:
Mollenhoff. Motion carried.
The Fire Chief recommended that a user fee be charged for providing
rescue extrication to free victims from vehicle accidents when
power tools are utilized and when fire suppression agents are
applied to extinguish vehicle fires. The fee would be charged to
the vehicle owner at $200.00 per vehicle. Councilperson Jordan
stated that he supported a fee for non-residents but feels that tax
dollars are committed to support public safety and doesn't support
additional fees above property taxes.
Councilperson Anders asked what motivated this proposal. Fire
Chief Magsamen reported that his staff is always looking for ways
to defray costs and increasing fees was a recommendation of the
Budget Review Committee. Councilperson Jordan recommended
implementing the non-resident charge immediately and requested that
fees for residents wait for the Operational Review Committee
report. Councilperson Anders agreed with the suggestion to wait
for the Operational Review rather than to continue to add fees on
to residents. Motion by Krizek, seconded by Collier to direct the
preparation of non-resident fees by the City Attorney and to wait
for further action on fees until after the Operational Review is
completed. Ayes: Six. Absent: Mollenhoff. Motion carried.
A confined space fee schedule for business and industry was
presented by Fire Chief Magsamen. Confined space rescues require
special training and equipment. Federal regulations require that
personnel be trained in confined space rescue for businesses and
industries with areas or structures that are not designed or
intended for human occupancy. The Fire Rescue Confined Space
rescue team operates with the estimated annual cost to Fire Rescue
of $10,000 and replaces the need for personnel to be trained in
confined space rescue at each area business. The annual
maintenance fees charged to business and industry would offset the
department's training and equipment cost. Costs would be assessed
per year to businesses based on the amount of confined spaces in
their structures similar to the life safety inspection fees are
assessed. It was recommended by Councilperson Anders that this
proposal be submitted to the Operation Review Committee.
Fire Chief Magsmen informed the council that after the Weyerhauser
plant fire it was discovered that it would be beneficial to have an
ordinance that would provide for cost recovery during large scale
incidents. Cost recovery fees would cover the cost of recall of

off-duty personnel, fuel, lost or damaged equipment and
extinguishing agents other than water. This cost would be billed
to the property owner and wouldn't apply to residences or
businesses of 5,000 square feet or less.
A permit system is proposed for the installation or alteration of
sprinkler or fire protection equipment in cooperation with the
building permit. The Fire Inspection division reviews all
sprinkler plans and these permit fees would offset the cost for
providing this service. The fees would be paid by the company
installing the sprinkler system and would be based on the value of
the sprinkler or fire protection system. The plans would be
reviewed in coordination with the Plan Review process and try to
maintain the one stop shop service. Motion by Getty, seconded
Jordan to refer to the operation review committee. The Fire Chief
asked that this item be considered at this time to time the
establishment of permit fees with the building permit fee changes.
Getty withdrew his motion and Jordan withdrew the second to the
motion to refer this item to committee. Motion by Collier,
seconded by Jordan to refer the sprinkler permit fees to Council
for approval. Ayes: Six. Absent: Mollenhoff. Motion carried.
With no further business before the council, it was moved by
Krizek, seconded by Collier that the meeting be adjourned at 5:45
p.m. Ayes: Six. Absent: Mollenhoff. Motion carried.
