Mollenhoff, Collier.
Members absent: Anders.
Moved by Mollenhoff/Jordan that Agenda, as proposed, be approved.
Ayes: Five. Absent: Anders, Collier.
Collier now present at 4:24 p.m.
City Engineer Eric Thorson presented a list of proposed fees for
repair of street excavations. These fees have not been revised
since 1991 and were modified to be more uniform for contractors.
The charges are reimbursement for the cost of maintaining and
repairing the street where excavations have been required.
Councilperson Getty requested that this be delayed on the Council
agenda for one week and notice of the fee changes be sent to all
contractors who would be affected. Mayor Rooff agreed to this
request and will assist in talking to the contractors about this
issue.
Building Official Louis Cutwright presented the 1994 revision to
the Waterloo Electrical Code. The code has not been completely
revised since 1978. The revision will be adopting the 1993
National Electrical Code with amendments and the Board worked very
closely with the Cedar Falls Code to conform with present day
standards. Mayor Rooff thanked the members that worked on this
revision, Joe Myers, Dennis Buck, Gary Sieben, Richard Jensen, Kurt
Frank and John Kehoe for their hard work and professionalism.
City Planner Don Temeyer updated the council on the disposition of
the bricks excavated from the Third Street project. The
Updowntowners have scheduled dates in May to begin selling the
bricks for 25 cents a piece for palletized brick or 20 cents a
piece if extracted from a pile. The City of Independence is
interested in the purchase of 150,000 brick for a new city building
and a vendor in Kansas City has offered to purchase any remaining
bricks less shipping fees. It is the intention of the
Updowntowners to dispose of the bricks to local residents first
before agreeing to large sales to interested parties.
With no further business before the council, it was moved by Getty,
seconded by Murphy that the meeting be adjourned at 4:45 p.m.

City Planner Don Temeyer provided copies of the Five Year Capital
Improvement Program for fiscal years 1996 through 2000 to the Mayor
and Council. Don Temeyer also reviewed the status of the 1995 GO
bond funded projects. It was discussed that funds could be
reprogrammed if needs change and the projects comply with bonding
requirements. Traffic safety projects were reviewed and funding
sources identified for each project scheduled in 1995 and 1996.
Temeyer pointed out that the FY 1996 General Obligation Bond list
scheduled for sale this year is less than the amount of GO bond
debt that is being retired. It is anticipated that the proposed
bond sales for the next four years will continue to be less than
the amount of bonds being retired.
Councilperson Krizek asked about the status of the Wellington/Hwy
63 connection. Don Temeyer reported that there had been one
meeting with the Department of Transportation and further meetings
were scheduled. It is hoped that State funds will assist this
project so that the full amount will not have to be bonded.
Councilperson Getty asked for a schedule on the overlay and
reconstruction of Donald Street. City Engineer Eric Thorson stated
that this overlay is recommended to be programmed in the next two
years; however, the reconstruction of the section from East Fourth
Street to the City limits is a possible project for federal funding
and has been delayed for that purpose.
Councilperson Getty asked the Mayor and staff to look at how we are
dealing with vacant houses awaiting tax sale. The current tax sale
policy with the county results in properties sitting vacant for
long periods of time while deed holders wait for the redemption
period to expire. Mayor Rooff explained that staff will be working
with him on this through the neighborhood revitalization effort.

Jordan, seconded by Murphy that the meeting be adjourned at 5:05
p.m. Ayes: Six. Absent: Anders. Motion carried.
