Members present: Mayor Rooff, Anders, Jordan, Murphy, Krizek,
Mollenhoff, Getty.
Members absent: Collier.
Moved by Krizek, seconded by Mollenhoff that the Agenda, as
proposed, be approved. Ayes: Five. Absent: Getty, Collier.
Motion carried.
Councilperson Anders expressed the need to prioritize projects for
the Water Pollution Control Improvements so that Rust Environmental
and Infrastructure could include them in their plan submittal to
the Iowa Department of Natural Resources.
Getty now present at 4:36 p.m.
Councilperson Anders called attention to Exhibit A which are the
items for discussion and prioritization as prepared by RUST and the
Administrative Director. Item number one on the list is currently
underway and it has been approved as the number one priority in
previous work sessions.
Item number two will update the domestic side by rebuilding the
complete system except the clarifier. Councilperson Jordan asked
whether the list can be changed or if this is locking the City into
completing projects in order of priority? Bob Bamsey, Rust E & I,
explained that the projects to be completed can be changed in
response to funding or needs requirements. Bob Bamsey asked the
Council to keep in mind that they need to be cognizant of potential
time constraints on the Federal grant money, and he feels that all
potential projects should be included on the priority list so that
substitutions can be made as the needs arise and funding becomes
available. The list that is presented represents cost estimates
that far exceed the available funding. These estimates do include
a twenty percent contingency and money could become available as
projects are fine tuned.
Councilperson Anders expressed concern for the cost estimate of $5
Million dollars on item number three. Water Pollution Control
staff explained that the digester lids and equipment were purchased
in the late 1960's and need extensive work. The digester tanks
have been inspected and are in good shape but the mixing equipment
and digester lids need replacement. New digester lids could be
purchased to recapture methane gas for use in the cogeneration
process. The cost estimates are based on the assumption of
cogeneration at the site but will be re-evaluated after the energy
analysis is complete.
Item number four would help plant operators monitor the 42 pumping
stations for operation and allow for trouble -shooting capabilities
more efficiently. Councilpersons Murphy and Krizek supported the
need to complete this project as soon as possible.
Item number five has been placed on the priority list to comply
with regulations that have been adopted but not implemented for
sludge storage requirements. The Department of Natural Resources
intends to implement regulations and it is estimated that the
proposed 180 -day storage building would meet those regulations.
After item number five on the list it is estimated that funding
will be exhausted. There is consensus that items six through nine
are projects that need to be worked on but no further detail is
needed at this time.
It was moved by Getty, seconded by Murphy that Exhibit A, as
presented by Rust Environmental and Infrastructure, be approved as

proposed and forwarded to the council agenda for formal approval
and submittal by RUST to the Department of Natural Resources.

With no further business before the Council, it was moved by
Krizek, seconded by Jordan that the meeting be adjourned at 5:05
p.m. Ayes: Six. Absent: Collier. Motion carried.
