that "Resolution authorizing the execution of a Memorandum of Agreement with Bertch
Cabinet Mfg., Inc. regarding the issuance of Industrial Revenue Bonds", be adopted
and Mayor authorized to execute same.
Prior to a vote on the above motion, the following discussion was heard.
Hugh Field, 620 Lafayette, introduced this request for Industrial Revenue Bonds as
the first official public action required by the State in establishment of the list
of Capital Equipment for which IDR Bonds will be sold. There is no obligation by
the City of Waterloo and these bonds do not affect the bonded indebtedness of the
City. Councilperson Anders asked if there was any cost to the City associated with
this issuance? Mr. Field stated that there is no cost to the City as the
publication costs are borne by the party making the request. The City does receive
the benefit of the increased taxable valuations as a result of the improvements
these bonds fund.
Following discussion a vote was taken on the above motion with the following result.

Prior to a vote on the above motion, the following discussion was heard.
Jimmie Porter, 527 Cottage, requested an explanation for the choice of a four way
stop instead of a two way stop intersection. The intersection of Cottage and
Barclay Streets already has two way stop signs erected and the four way stop could
possibly increase congestion in this area. Mike Mrzlak, Traffic Operations
Superintendent, explained that a four way stop has been requested to help prohibit
drug dealers from leaving the scene quickly. Mr. Porter was assured that this could
be changed if the neighborhood finds the four stop to be causing problems.
B.J. Furgerson, 600 Cottage, thanked the Mayor and Council for showing support to
the citizens in this neighborhood by helping alleviate this deplorable situation.
Ms. Furgerson also4hanked Leon Mosley and the Gat*\Park Association for their
assistance.

Councilperson Collier thanked Jerry Bates, Leon Mosley, CCI and the neighborhood
associations for the work that has been done throughout the City to make this a
safer, cleaner place to live and work.
Councilperson Anders stated that he has noticed tracks in the snow from four wheel
drive vehicles in City parks and along the nature trail and bikeway trails.
Councilperson Anders called for assistance from all citizens to report this problem
to the police by calling the non -emergency phone number if citizens witness vehicles
destroying property in this way.
Patricia Hastings, 201 Summit Ave, spoke for the residents on Marsh and Summit
Streets regarding the proposed ordinance change. The residents were not made aware
of the first ordinance change to establish a no parking area. The residents feel
that any problems with parking over the last twenty years has been limited to a
period last summer when transient employees for Midwest Power lived in the
neighborhood and parked their vehicles for long periods of time in a manner that was
inconvenient. Twelve residences are affected by the change and nine of the twelve
residences support a change back to unrestricted parking along Marsh Street. Marsh
is an unimproved street and does not get attention by a street sweeper. Mrs.
Hastings stated that there was no better service during the last snowfall with
parking prohibited than in previous years as far as snow removal was concerned.
Leon Mosley, 99 John St, corrected the information regarding the participation of
Gates Park and Lane/Fowler Associations patrolling the Cottage area, these
neighborhood groups have not been involved at this point. He thanked the Mayor and
Council for the lights that were turned on, stating that police protection was
provided to the Midwest Power crews so that the lights weren't shot out before they
could be turned on. Neighbors are very appreciative of these measures being taken,
however people are now parking and walking into the area for their drug purchases.
One car was followed after leaving the area and it ran two stop lights before
getting away.
Bruce Distler, 415 Courtland, commended the CAT Team for providing citizens the
skills so neighborhoods can take an active role in protecting themselves. Marni
Malone came to address the council after reading a disturbing article in the paper
tonight. Ms. Malone expressed her support for Police Chief Koehrsen and thanked him
for the support he has shown the neighborhood groups. Ron Stahl, 147 Hope Ave,
reiterated Ms. Malone's support on behalf of the Gates Park Neighborhood
Association. Fr. Hilmer, 127 E. Parker St, stated that he was upset by the article
in the paper and agreed that the Gates Park Association couldn't have accomplished
what it did without Chief Koehrsen's support. He considers the Chief a gift from
God and assured the Council that God only gives good gifts. Jerry Banks, President
of the Gates Park Neighborhood Association, thanked Chief Koehrsen for the CAT team
and for the protection provided to the Association as it walked the neighborhood.
A representative from the Longfellow Neighborhood Association also thanked the Chief
for the CAT team and their accomplishments. Councilperson Krizek commended the
neighborhood associations on their progress and support in making the City a better
place to live.
