The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa at 7:00 P.M., on November 2, 1981. Mayor Rooff in the Chair. On Roll
Call: Present: Getty, Penaluna, Roehr, Wilharm, Bowers, Burton, Dowie. Invocation by
Councilman Wilharm.

the Agenda, as proposed, for the Regular Session of November 2, 1981, at 7:00 P.M., be
accepted and approved. Motion carried.

that the minutes of the Regular Session held October 26, 1981 at 7:00 P.M. be
approved. Motion carried.
ORAL PRESENTATIONS
Mayor Rooff introduced members of the Webelo's Den #26 with Larry Larsen as Den
Leader.
Mayor Rooff reported that the City's auction conducted on Saturday, October 31, 1981
netted approximately $22,000.00. He thanked the City employees and non -City employees
who donated their time.
Gary Mattson of Permanent Planning, Inc. thanked the City for making the handicap
improvements within City Hall and surrounding properties.

University Avenue to Janney Avenue. Motion carried.
Mayor Rooff requested that the Zoning Commission review front yard setbacks in "C-2"
Commercial zoning districts.

that communication from Plan and Program Commission transmitting request of R. C.
Realtors to reduce a continuous greenbelt easement along the east side of the Carriage
Hill Apartment complex be received, placed on file and "Resolution setting date of
hearing as November 16, 1981 at City Hall Council Chambers at 7:00 P.M. on request of

Center as November 16, 1981 at 7:00 P.M. in City Hall Council Chambers", be adopted and
instruct Clerk to publish notice accordingly. Ayes: Seven.

81340 - Councilman Roehr stated that he thought a better solution would be to have a manually
operated system, instead of the proposed portable barriers at the railroad crossing on
Duryea & Cleveland.
Moved by Roehr, seconded by Dowie
that request of Pillsbury Company to discontinue maintenance of the flashing railroad
signals on Duryea and Cleveland Streets with the intersection of the former Rock Island
Railroad be received, placed on file and referred to the Electrical Department for
review and action delayed one week. Motion carried.

that communication from Plan and Program Director transmitting offer of Permanent
Planning, Inc. for sale of Lot 2 of Homestead Addition in the amount of their purchase
price of $27,190.65, plus interest in the amount of 7% from August 1978 to date of
settlement for said parcel with said property being part of moratorium area in
conjunction with the Hackett Road By -Pass Project together with recommendation for
acceptance be received and placed on file and "Resolution authorizing the settlement
for Lot 2, Homestead Addition owned by Permanent Planning, Inc. in the amount of
$27,190.65, plus interest in the amount of 7% from August 1978 to date of settlement
for said parcel with property being part of moratorium area in conjunction with the
Hackett Road By -Pass Project", be adopted. Ayes: Seven. yy

file and "Resolution preliminarily approving specifications, form of contract, estimate
of cost, etc., for F.Y. 1982 Pinehurst Drainage Improvements, Schedule I, Contract No.
228 and setting date of hearing as November 16, 1981 at City Hall Council Chambers at
7:00 P.M.", be adopted and Clerk instructed to publish notice accordingly. Ayes:

81349 Stan Stapella, Fire Division Chief, stated that the code would update current practices
relating to life and safety.
Moved by Bowers, seconded by Burton
that "an ordinance of the City of Waterloo, Iowa, designated as the Uniform Fire Code,
1979 Edition, as published by the International Conference of Building Officials, in
which it is the intent of the code to prescribe regulations consistent with nationally
recognized good practice for the safeguarding to a reasonable degree of life and
property from the hazards of fire and explosion arising from the storage, handling and
use of hazardous substances, materials and devices, and from conditions hazardous to
life or property in the use or occupancy of buildings or premises", be received, placed
on file and passed for the first time. Ayes: Seven. Motion carried.

that "an ordinance of the City of Waterloo, Iowa, designated as the "Life Safety Code"
1981 Edition as published in 1981•by the National Fire Protection Association;
repealing in its entirety Ordinance No. 2565 known as Chapter 14-4 of the Code of
Ordinances of the City of Waterloo, Iowa, and all other ordinances and parts of
ordinances in conflict therewith", be received, placed on file and passed for the first
