The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa at 7:00 P.M., on October 26, 1981. Mayor Rooff in the Chair. On Roll
Call: Present: Getty, Penaluna, Roehr, Wilharm, Bowers, Burton, Dowie. Invocation by
Councilman Bowers.
81297 - Moved by Roehr, seconded by Dowie
that the Agenda, as proposed, for the Regular Session of October 26, 1981, at 7:00
P.M., be accepted and approved. Motion carried.
81298 - Moved by Burton, seconded by Bowers
that the minutes of the Regular Session held October 19, 1981 at 7:00 P.M. be
approved. Motion carried.
HEARINGS & BIDS
81299 - Moved by Wilharm, seconded by Burton
that proof of publication of notice of public hearing on proposed plans,
specifications, form of contract, estimate of costs, etc., for the construction of
Lincoln-Ackermant Area Storm Sewer and Sanitary Sewer Improvements, Stage III, Contract
No. 227 as published in the Waterloo Courier on October 16, 1981 be received and placed
on file. Motion carried.
81300 - HOLD HEARING - This being the time and place to hold hearing the Mayor called for
written and oral objections and there were none.

that "Resolution ordering construction of Lincoln-Ackermant Area Storm Sewer and

81306 HOLD HEARING - This being the time and place to hold hearing the Mayor called for

placed on file, and referred to Plan and Program Department for review and
recommendation. Motion carried.

that "Resolution authorizing sale and conveyance of property west of the intersection
of Ankeny and John Streets along the east side of Virden Creek to Katherine Cross
Mosley in the amount of $600.00", be adopted and City Attorney instructed to prepare
deed accordingly. Ayes: Seven.

for the West Side Parking Ramp Expansion as published in the Waterloo Courier on

81309 HOLD HEARING - This being the time and place for hearing the Mayor called for written
and oral objections and there were none.

to receive and place on file the following proposals, instruct the Clerk to open and
refer to the Plan and Program Department for review and recommendation:

81310 A representative of Celebrity Homes, Inc. spoke on behalf of allowing the site plan to
be passed. He stated the Fire Department had no problem with 20' streets.
Councilman Roehr stated that the Police Chief would recommend wider streets and warned
of future problems if the City took in the addition for public streets.
Moved by Dowie, seconded by Bowers
that "Resolution approving the site plan for proposed development of Twin Pines
(Southland Park)", be adopted. Ayes: Getty, Penaluna, Bowers, Burton, Dowie. Nays:
Roehr, Wilharm.

ORAL PRESENTATIONS
`r 81310 Keevin Backhoff, Manager of Metropolitan Ambulance Service expressed a concern that the
A Metropolitan Ambulance Service has been left out of negotiations between the City and
the hospitals on ambulance service for Waterloo.
Mayor Rooff stated that he was not in charge of the meeting and that she should contact
the doctors that are. The Mayor continued that he needed some dollar amounts on her
proposal and that he would guarantee Metropolitan Ambulance would have a chance to be
heard.

UNFINISHED BUSINESS

that communication from Associate Civil Engineer reporting on paving request in the
Maywood neighborhood area referred to under C.R. #81230 of 10/12/81 and recommending
denial of request until storm sewer study is completed for this area, be received,
placed on file and approved. Motion carried.

that "an Ordinance amending Ordiance No. 2644, known as the Traffic Ordinance, by
repealing Subsection (88) Shaulis Road of Section 541, Increasing Speed Limits in
Certain Areas, and Subsection (43) Hammond Avenue of Section 543, Thru Streets; that
new Subsections (88) Shaulis Road, (88a) Shaulis Road and (88b) Shaulis Road of Section
541, Increasing Speed Limits in Certain Areas, and new Subsection (43) Hammond Avenue
of Section 543, Thru Streets are hereby enacted in lieu thereof; that new Subsection
(89a) Shaulis Road is hereby added to Section 543, Thru Streets", be received, placed
on file and passed for the first time. Ayes: Seven. Motion carried.
