The Council of the City of Waterloo, Iowa, met in Special .Session. in the
Council Chambers in City Hall at 7:00 P.M. on March 3, 1981, pursuant to
the following call:
TO CITY COUNCILMEN OF THE CITY OF WATERLOO, IOWA:
You are hereby notified that a special Meeting of the City Council of the
City of Waterloo, Iowa, will be held in the Council Chambers in City Hall,
715 Mulberry Street, in the City of Waterloo, Iowa, at 7:00 P.M. on Tuesday,
March 3, 1981, and that said Special Meeting is being called for the purpose
of a hearing and consideration of the Fiscal 1982 Budget.
You are further notified that no other business except the above will be
transmitted at said Meeting.

Bowers, Burton, Dowie, Getty, Penaluna, Wilharm. Absent: Roehr.
80010 - Moved by Wilharm, Seconded by Burton, that copies of the call for
the Special Meeting of March 3, 1981, at 7:00 P.M. in the Council
Chambers, in City Hall, be received and placed on file. Motion
Carried.
80011 - Moved by Burton, Seconded by Dowie, that proof of publication of
the notice of hearing on the Budget Estimate for the 12 month period
of July 1, 1981, through June 30, 1982 for the City of Waterloo,
Iowa, be received and placed on file. Motion Carried.
80012 - Mayor Rooff announced that the time had arrived to hear objections,
if any, and called for written and oral objections. The City Clerk
reported that there were no written objections on file.
Mayor Rooff explained that the Mayor's Citizen Review Committee had
spent considerable time reviewing all requests-;. He thanked them

for their efforts and presented those present with a Certificate
of Appreciation. The budget that was now being proposed is 7.7%
greater than the current year's budget, with taxes estimated to
increase approximately $26.00 for a home valued at $40,000.00.
Don Temeyer, Plan and Program Director, reviewed each of the funds
and compared with the current year's budget and pointed out major
reasons for fluctuation. The total budget for FY 1981 was
$33,972,615, compared to $33,832,155.00 for FY 1982. The sources
of income and major areas of expenditures were reviewed. Uses
of revenue snaring monies were reviewed.
Each of departments budgets were reviewed and comments from the
public were asked for.
Under street lighting, Councilman Getty asked what the situaticr.
was on street lights, and was told that most are owned by Iowa:
Public Service and are on a per month charge.
The allocation to People's Community Health Clinic ($30,000) was
discussed, with Ron Kemp, Director of said agency, explaining that
the proposed allocation would only be used for remodeling of the
existing facilities, and not for additional services (i.e. dental).
Councilman Getty questioned putting money into a non -City facility
(if approved, revenue sharing monies would be allocated and not
tax monies). Lawrence Seals, member of the Mayor's Budget Review
Committee stated that the Committee placed a high priority on health
care. Councilman Wilharm questioned putting money .:into ,.the facility
when the clinic only has a three year lease. Ron Kemp indicated
that preliminary investigation into buying the facility is being
considered by the Board. Mr. Kemp also indicated that their service
provided care to those patients who normally could not receive
health care in the City due to inability to pay.
Moved by Getty, Seconded by Burton, that the $30,000 allocation of
revenue sharing funds to the People's Community Health Clinic
be denied. Ayes: Burton, Getty. Nays: Bowers, Dowie, Penaluna,
Wilharm. Absent: Roehr. Motion Not Carried.
80013 - The Parenting Project request of $3,894.00 was discussed. Vanella
Byrd briefly explained the project and stated that it was basically
a crime prevention agency. LEAA funding is received by the or-
ganization.
Moved by Burton, Seconded by Wilharm, that the request of Parenting
Project in the amount of $3,894.00 be approved, with the stipulation
that if LEAA funding is denied that the agency still retain the
City's funding.Motion Carried.
80014 - Don Temeyer, Plan and Program Director, stated that the increase in
the Health and Sanitation budget was due to the transfer of one sani-
tation worker from the Street Department budget to this budget.
Mayor Rooff commended the work of the Clean Community Commission.
The request by Grout Museum has increased by $700.00 for a total
of $10,700.00. The Mayor's Budget Review Committee felt that the
administrators were doing an excellent job of running the facility
and that the additional monies were justified.
The Mayor stated that he was recommending a garbage increase of
$.30 per month per customer, and not the proposed $. 75 increase of
the Mayor's Budget Review Committee. Moved by Bowers, Seconded
by Burton, that the garbage fee per customer be increased from
$3.00 per month to $3.30 per month. Ayes:.Bowers, Burton, Getty,
Wilharm. Nays: Dowie, Penaluna. Absent Roehr.
80015 - Bill Nelson, representative from Council on Aging, spoke of the
services they currently provide, and that no duplication of services
exists. The Mayor, as well as the Mayor's Budget Review Committee
commented that duplication with the Hawkeye Valley Council on
Aging is particularly noticeable in the area of transportation and
administration. Moved by Wilharm, Seconded by Dowie, that a funding
level of $50,383.00 be approved, for the Council on Aging with the
stipulation that efforts be made to coordinate services with the
Hawkeye Va11.ey Council on Aging. MotioaNCarried.

80016 - A representative of the Hawkeye Valley Council on Aging encouraged
that funds be allocated for purchase of the old A & P Grocery Store.
Mayor Rooff stated that he and the Community Development Director
were working on this particular project.
Moved by Bowers, Seconded by Burton, that the request of Metropolitan
Transit Authority of $300,000.00 be approved, with the Mayor's
Citizens Committee's recommendations carefully reviewed.
Motion Carried.
80017 - Councilman Burton expressed his liking for central purchasing of
various items for the City.
Lawrence Seals, of the Mayor's Budget Review Committee, stated he
felt that a full time attorney would be warranted.
The increase in the budget of the Plan and Program Commission staff
is due to the staffing of a budget analyst. The Mayor stated that
this position was vital.
The City Hall budget includes such times as salaries for four full
time custodians, utilities, and telephones.
Bill Kammayer spoke in support of the City's overall budget. He
felt that there are many dulicative services among the taxing
bodies in the City. In particular he mentioned transportation,food
service facilities, buildings, etc. He felt that more efforts could
be made in a cooperative spirit.
Mayor Rooff welcomed the comments and agreed to the continuing need
for intergovernmental cooperation.
After giving opportunity for all desiring to be heard, Moved by
Bowers, Seconded by Burton, that "Resolution adopting the annual
budget for the Fiscal Year ending June 30, 1982, as amended, for the
City of Waterloo, Iowa," be adopted as set forth in the Budget
summary Certificate and in the detailed budget in support thereof,
and the City Clerk instructed to file the adopted Budget with the
County Auditor as provided by law, said budget being in words and
figures as shown on the following page Ayes:Six,
Absent:One,Resolution adopted and upon approval by Mayor assigned
