Mayor Pro Tem in the Chair. On roll call: Present: Roehr, Penaluna, Getty, Dowie, Burton, Bowers. Absent: Wilharm. Invocation by Councilman Bowers. 78912 - Moved by Burton, seconded by Dowie that the Agenda, as amended, for the Regular Session of August 4, 1980, at 7:00 P.M., be accepted and approved. Motion carried. 78913 - Moved by Dowie, seconded by Bowers that the minutes of the Regular Sess- ion held July 28, 1980, at 7:00 P.M. be approved. Motion carried. 78914 - Moved by Bowers, seconded by Getty that proof of publication of notice of public hearing on proposedrplans, specifications, form of contract, es- timate of costs, etc., for the construction of Hackett Road Sanitary Sewer Pumping Station Storage Basin and Controls, Contract No. 206 and taking of construction bids therefore, be received and placed on file. Motion carried. 78915 - Hold Hearing - This being the time and place for hearing, the Mayor Pro Tem called for written and oral objections. Roy Avis, 327 S.Hackett Road, objected to the odor potential. Moved by Penaluna, seconded by Bowers that the oral presentation of Roy Avis be received and placed on file. Motion carried. 78916 - Moved by Burton, seconded by Getty that "Resolution confirming the app- roval of plans, specifications, etc., for the construction of the Hackett Road Sanitary Sewer Pumping Station Storage Basin and Controls, Contract No. 206", be adopted. Resolution adopted and upon approval by Mayor Pro Tem, assigned No. 27140. 78917 - Moved by Dowie, seconded by Bowers that "Resolution ordering the construc- tion of Hackett Road Sanitary Sewer Pumping Station Storage Basin and Controls, Contract No. 206", be adopted. Resolution adopted and upon approval by Mayor Pro Tem, assigned No.27141. 78918 - Moved by Bowers, seconded by Penaluna that proof of publication of Notice to Contractors or invitation for bids of construction of the Hackett Road Sanitary Sewer Pumping Station Storage Basin and Controls, Contract No. 206, be received and placed on file. Moved by Bowers, seconded by Burton that "Resolution making assessments for cutting and destruction of weeds, etc., in the City of Waterloo, Iowa, for 1979", be adopted. Ayes: Six. Absent: Wilharm. Resolution adopt- ed and upon approval by Mayor Pro Tem, assigned No. 27142. 78922 - Councilman Getty explained that he had received several calls concerning the intersection of Park Road and Burton Avenue and that some means of traffic control was needed. 78922 - (continued) Moved by Getty, seconded by Dowie that this matter be referred to Quintin Parker with a report back to the Council. Motion carried. 78923 - Moved by Penaluna, seconded by Burton that request of David F. Turner for permission to construct a temporary asphalt driveway at 4174 Suburban Drive without regard to sidewalk grade, together with $3.00 for recording waiver, and City Engineer's recommendation for approval subject to the provisions of his letter, be received, placed on file, approved and "Re- solution granting permission to David F. Turner and authorizing construct- ion of a temporary asphalt driveway at 4174 Suburban Drive, irrespective of a later official grade", adopted. Ayes: Six. Absent: Wilharm. Resolution adopted and upon approval by Mayor Pro Tem, assigned No.27143. 78924 - Moved by Bowers, seconded by Getty that request of Edward H. Fletcher for permission to construct a temporary asphalt driveway at 4229 Suburban Drive without regard to sidewalk grade, together with $3.00 for record- ing waiver, and City Engineer's recommendation for approval subject to the provisions of his letter, be received, placed on file, approved and "Resolution granting permission to Edward H. Motion carried. 78927 - Moved by Bowers, seconded by Dowie that preliminary plat of Biretz Addit- ion together with Deed of Dedication, Report of the City Engineer, Report of Brice, Petrides & Associates, Inc., and Plan and Program Commission's resolution of approval and its recommendation for Council approval be received, placed on file and "Resolution approving a preliminary plat of Biretz Addition, Black Hawk County, Iowa", be adopted. Resolution adopted and upon approval by Mayor Pro Tem, assigned No. 27145. 78928 - Moved by Penaluna, seconded by Getty that final plat of Sixth Addition to Southridge together with Deed of Dedication, Report of the City Eng- ineer, Engineer's Certificate of Survey, Contract and Waivers and Plan and Program Commission's resolution of approval and its recommendation for Council approval be received, placed on file and "Resolution approv- ing the final plat of Sixth Addition, Black Hawk County, Iowa", be adopt- ed.
