The Council of the City of Waterloo, Iowa, met in Regular Session in Council
Chambers in the City Hall at 7:00 P.M., on June 9, 1980. Mayor Rooff in the
Chair. On roll call: Present: Bowers, Burton, Dowie, Getty, Penaluna, Roehr,
Wilharm. Absent: None. Invocation by Councilman Bowers.
78589 - Moved by Dowie, seconded by Burton that the Agenda, as amended, for the
Regular Session of June 9, 1980, at 7:00 P.M., be accepted and approved.
Motion carried.
78590 - Moved by Burton, seconded by Bowers that the minutes of the Regular
Session held June 2, 1980, at 7:00 P.M. be approved. Motion carried.
78591 - Moved by Wilharm, seconded by Dowie that proof of publication of pro-
posed resolution of necessity for F.Y. 1980 Oiling Program, Contract No,
204 being a proposed resolution of necessity (27002) for the improve-
ments of streets, avenues, drives, court, etc. or portions thereof by
oiling the same as published in the Waterloo Courier on May 22 and 29th,
1980 be received and placed on file. Motion carried.
Hold Hearing - this being the time and place for hearing, the Mayor called
for written and oral objections. The City Clerk reported that two written
objections were on file: 1) Mrs. Marlys Damge, 247 Polk Street, 2) Mr.
Laurel L. Garrett, 519 Belle Street.

Street to Waterloo Railroad be approved. Motion carried.
78593 - Moved by Getty, seconded by Bowers that Monroe Street from Arizona Street
to Idaho Street be approved. Motion carried.
78594 - Moved by Roehr, seconded by Wilharm that Stratford Avenue from Maxwell
Street to Ansborough Avenue be approved. Motion carried.
Ilah Hall, 246 Sherman Street, objected to the assessment and stated
that she lacked the financial means to pay the assessment. Mayor Rooff
stated that the City Clerk would assist her in securing money from the
County to pay for the oiling.
78595 - Moved by Getty, seconded by Penaluna that Sherman Avenue from E. Arling-
ton Street to Waterloo Railroad be approved. Motion carried.
Louis Keiderlinq, 537 Belle Street, inquired as to the methodology to be
used in oiling the streets. He also asked that the 500 Block of Belle
Street be deleted from the program.
Bill Sharp, 538 Belle Street, submitted a copy of the original petition
with the words "road repair" scratched out and the insertation of the
word "oiling".
78596 - Moved by Bowers, seconded by Roehr that Belle Street from Ruby Drive to
Southcrest Drive be included in the oiling program, plus that part of the
500 Block of Belle Street the City Engineer deems necessary. Ayes:
Bowers, Dowie, Penaluna, Roehr. Nays: Burton, Getty, Wilharm. Motion
carried.
178597 - Moved by Roehr, seconded by Penaluna that Bluff Street from West 12th
Street to West 13th Street be approved. Motion carried.
Robert Johnson, 125 Longview Drive, stated that the Street Department
had already oiled their street approximately three weeks ago and that
it was already in poor shape. He also stated that there are drainage
problemsin
the area and that traffic is steadily increasing on this
street.
Vince Massina, Street Superintendent stated that this street and a few
others were done inadvertantly.
Mayor Rooff asked that a traffic count be taken on the street.

to Meadowbrook Lane be reoiled with only one assessment to be assessed to
the property owners. Motion carried.
- Moved by Roehr, seconded by Burton that the petition from residents lying
adjacent to alley between Arden Street and Campbell Avenue from Clough
Street to Moir Street objecting to the work thus far completed on the
alley be received and placed on file. Motion carried.
It was reported the alley between Arden Street and Campbell Avenue which
was recently oiled still has many low spots and is in bad repair.

78618 - Moved by Roehr, seconded by Wilharm that "Resolution directing the oiling
of various streets, avenues, drives, court, alleys, etc. or portions
thereof, in the City of Waterloo, as designated in Resolution No. 27029,
being the Resolution of Necessity, adopted June 9, 1980", be adopted.
Ayes; Seven. Resolution adopted and upon approval by Mayor, assigned
No. 27030.
Imre Takacs, 2567 Saratoga Drive, complained of the drainage problem
which results in the Ruby Street area. He explained that water runs down
Ruby Street from West 9th Street and Saratoga Drive and suggested that
while work was being completed in the Dry Run Creek area that this pro-
blem also be addressed.
The Mayor stated that the City Engineer has prepared a report and some
actionwill be taken on this problem in the near further if funds are
available.
78619 - Moved by Wilharm, seconded by Burton to receive and place on file the
oral presentation of Imre Takacs. Motion carried.
Helen Riley, 2240 Burton Avenue complained of the numerous dogs and horses
allowed to run in Ray Tiller Park. Mayor Rooff stated Health and Sanitat-
ion and Police Department will investigate the problem. She also present-
ed a petition asking that a five ton weight limit be placed on Burton
Avenue from Highway 20 to Highway 57.
78620 - Moved by Roehr, seconded by Wilharm that the oral presentation and petit-
ion of Helen Riley be received and placed on file and that the petition
be referred to Sign and Traffic Department. Motion carried.
Council Member Wilharm asked that the trees located in public Right -Of -
Way at the intersection of West 4th Street and Russell Road be removed
due to the safety hazard that results.
78621 - Moved by Wilharm, seconded by Bowers that Quintin Parker, Sign and Traffic
Superintendent review this situation. Motion carried.
Don Billington, 4769 Clover Lane, inquired as the streets in the Klinga-
men Knolls area and when they might be paved. He stated that the condit-
ion of the streets are deterioratinq.The City Engineer stated that the
Captial Improvements Program indicates the possibility of paving the
streets in the next 2 - 3 years. This is not a definite plan at the pre-
sent time.
Council Member Burton presented a petition signed by residents of the
Russell Lamson Building on the degree of vandalism occurring in the West
Side Parking Lot. They asked what might be done.

residents of the Russell Lamson Building regarding parking in the West
Side Parking Lot be received and placed on file .and refer to Parking Ramp
Superintendent and Police Chief. Motion carried.
Mayor Rooff stated that the Hotel -Motel Tax Issue would be on the City
Council Agenda of June 23, 1980.
78623 - Moved by Wilharm, seconded by Getty that request of Hawkeye Retreiver
Club for the development and use of five acres in the Riverview area for
the purpose of training dogs for field trials and hunting be received,
placed on file and approved. Motion carried.
78624 - Moved by Roehr, seconded by Bowers that City Treasurer's Statement for
May, 1980, showing Fund Balance May 1, 1980, $17,920,801.40 + Receipts
Taxes $2,396,464.74 + Receipts - City Clerk $492,751.88 + Receipts -
City Treasurer $1,097,238.19 + Receipts - Transfers $298,419.61 - Dis-

Council Member Wilharm inquired as to whether this budget pertained to
elderly housing and was told it was.

of the City of Waterloo, Iowa as Waterloo Housing Authority, approving
and adopting revision No. 1 to the 1979-80 Fiscal Year operating budget
for Ridgeway Towers, Project No. IA -50-3", be adopted. Ayes: Seven.
Resolution adopted and upon approval by Mayor, assigned No. 27031.
78627 - Moved by Burton, seconded by Wilharm that request of Northwestern Bell
for installation of one drive -up public telephone on public right-of-way
with the City to receive 15% commission on the amount of money that is
collected on this phone, be received, placed on file and "Resolution
granting permission to Northwestern Bell for installation of one drive -
up public telephone on the southeast corner of the intersection of West
9th Street and Jefferson Street with the City to receive 15% commission
on the amount of money that is collected", be denied. Ayes: Burton,
Getty, Roehr, Wilharm. Nays: Bowers, Dowie, Penaluna. Motion carried.

to be considered and voted for passage at two prior meetings, be suspend-
ed, the above ordinance recorded as having been considered and passed for
the second and third times, and now placed on its final adoption. (Traf-
fic Ordinance - Littlefield Road and Rachael Street) Ayes: Seven.

78629 - Moved by Burton, seconded by Bowers that "An Ordinance amending Ordinance
No. 2644, known as the Traffic Ordinance, by adding Subsection (167a)
Littlefield Road to Section 551, Parking Prohibited At All Times on Cert-
ain Streets; and by repealing Subsection (226a) Rachael Street and enact-
ing in lieu thereof new Subsection (226a) Rachael Street to Section 551,
Parking Prohibited At All Times on Certain Streets", be adopted. Ayes:
Seven. Ordinance adopted and upon approval by Mayor, assigned No. .3088.

78632 - Moved by Getty, seconded by Wilharm that "Resolution authorizing the sale
and conveyance to Joyce M. Goss that part of Poplar Street described as:
A tract of land being a part of Poplar Street extended to the river in
Division "A", Cedar River Park, Waterloo, Iowa more particularly describ-
ed as follows: Beginning at the Southeast corner of Lot No. Four (4) ,
Block No. Six.(6) in said Division "A", Cedar River Park; thence South
Twenty Five Degrees Thirty Four Minutes West (S 25° 34' W) along the

Personnel Director Mogle was commended for the fine job in preparing the
salary schedule for administrative personnel.

78641 - Moved by Bowers, seconded by Burton that communication from Fire Depart-
ment reporting retirement of Roger H. Smith effective June 7, 1980 and
entitlement of 952 hours of sick time and 96 hours vacation pay, be re-
ceived, placed on file and "Resolution approving payment of $10,593.16
sick time and vacation pay to Roger H. Smith, Fire Department", be adopt-
ed, and Mr. Smith was thanked for his 43 years of service. Ayes: Seven.
