May 19, 1980 The Council of the City of Waterloo, Iowa, met in Regular Session in Council Chambers in the City Hall at 7:00 P.M., on May 19, 1980. Mayor Rooff in the Chair. On roll call: Present: Bowers, Burton, DowiP, Getty, PPnaluna, Roehr, Wilharm. Absent: None. Invocation by Councilman Getty. 78481 - Moved by Roehr, seconded by Wilharm that the Agenda, as amended, for the RPqular Session of May 19, 1980, at 7:00 P.M., be accepted and approved. Motion carried. 78482 - Moved by Burton, seconded by Bowers that the minutes of the Regular Session held May 12, 1980, at 7:00 P.M. be approved. Motion carried. 78483 - Moved by Roehr, seconded by Burton that proof of publication of notice of public hearing on Industrial Development Revenue Bonds Series 1989 (Warren Transport, Inc. Project) not to exceed $600,000 principal amount as published in the Waterloo Courier on April 29, 1980 be received and placed on file. Motion carried. Hold Hearing - this being the time and place for hearing, the Mayor call- ed for written and oral objections, and there were none. 78484 - Moved by Wilharm, seconded by DowiP that "Resolution relating to the public hearing and approving proceeding with the issuance and sale not to exceed $600,000 Industrial Development Revenue Bonds Series 1980 (Warren Transport, Inc. Project) in the City of Waterloo, Iowa" bP ad- opted. Ayes: Seven. Resolution adopted and upon approval by Mayor, assigned No. 26996. 78485 - Moved by Dowie, seconded by Burton that Proof of publication of notice of special Assessment bond sale of $290,000 Street Improvement Bonds for Contract No. 170, $95,000 Street Improvement Bonds for Contract No. 168, $220,000 Street Improvement Bonds for Contract No. 166 as published in the Waterloo Courier on May 2 and 9, 1980 be received, placed on file. Motion carried. 78486 - City C1Prk Burger reported that the bid of Carleton D. Beh Co. of DPs Moines had been received, but that the interest rates were not indi- cated on the bid form. Moved by Roehr, seconded by Dowie that the bid of Carleton D. Beh Co. of DPs Moines, Iowa be returned as the forms had not been completed in the proper format. Motion carried. 78487 - Moved'by Getty, seconded by Wilharm that the following sealed bids be received, placed on file but NOT OPENED: BIDDER: Dain Bosworth Inc. of Davenport, Iowa. Motion carried. 78488 - Mayor announced that this was the time and place for the receiving of open bids and there were none. Moved by Wilharm, seconded by Burton that the following sealed bids be opened and referred to the Finance Director and Attorney for checking and action was delayed for one week. CONTRACT NO. 166 - $220,000 BIDDER: Dain Bosworth, Inc., NET INTEREST RATE: 8.875/, CONTRACT NO. 168 - $95, 000 BIDDER: Dain Bosworth, Inc., NET INTEREST RATE: 8.994975%, CONTRACT NO. 170 - $290,000 BIDDER: Dain Bosworth, Inc., NET INTEREST RATE: 8. 8607%. Motion carried. 78489 - Councilman Wilharm presented a petition from the residents of the 1400 Block of Hawthorne and 1000-1100 Block of West llth Street regarding the problems of dust and gravel resulting from the parking lot of St. Ansgar Lutheran Church at 1122 West llth Street. Discussion followed as to what the Zoning Ordinance required for parking lots at the time the church was built, as well as current parking lot requirements. Moved by Wilharm, seconded by Burton to refer the matter and Petition to Health and Sanitation, City Engineers and Plan and Program and Zoning for review.
