HomeMy WebLinkAbout03/04/80March 4, 1980 The Council of the City of Waterloo, Iowa, met in Special Session in the Council Chambers in City Hall at 7:00 P.M. on March 4, 1980, pursuant to the following call: TO CITY COUNCILMEN OF THE CITY OF WATERLOO, IOWA: You are hereby notified that a Special Meeting of the City Council of the City of Waterloo, Iowa, will be held in the Council Chambers in City Hall , 715 Mulberry Street, in the City of Waterloo, Iowa, at 7:00 P.M. on Tuesday, March 4, 1980, and that said Special Meeting is being called for the purpose of a hearing and consideration of the Fiscal 1980 Budget. You are further notified that no other business except the above will be transmitted at said Meeting. (Signed) Leo P. Absent: None. 78066 - Moved by Roehr, seconded by Wilharm that Copies of the Call for the Special Meeting of March 4, 1980 at 7:00 P.M. in the Council Chambers, in City Hall, be received and placed on file. Motion carried. 78067 - Proof of Publication of the Notice of Hearing an the Budget Estimate for the 12 month period of July 1, 1980 through June 30, 1981 for the City of Waterloo, Iowa, be received and placed on file. Motion carried. 78068 - Mayor Rooff anounced the time had arrived to hear objections, if any, and called for written and oral objections. The Clerk reported a written objection filed by Andy Aasgaard, 808 Wellington, against any more money being taken out of the Library fund. Moved by Roehr, seconded by Wilharm that the above written objection be received and placed on file. Motion carried. 78069 - Daryl Dierks, Principle of Van Eaton School presented written request to continue the Liaison Program. Mickey Williams of 241 Prospect Ave. presented his request to continue the Liaison Program -2- 78069 - (Continued) Keith Blum of 2106 Skyline Dr. presented his request to continue the Liaison Program. Mike Goings of 220 Locust presented a written request to continue the Liaison Program. Moved by Bowers, seconded by Dowie that the above oral presentations for the police Liaison Program be received and placed on file. Motion carried. 78070 - Gary Schmitz of 732 Stephan Ave. asked if street lights could be turned out in some areas. Mayor Rooff announced that the City might be able to cut out 20% of the street lights. Bill Mays of Black Hawk County Health Department asked the Council to keen the budget- ed funding for the V.D. program at the $20,000 level. Moved by Roehr, seconded by Penaluna that the above presentations be received and placed on file. Motion carried. 78071 - Bill Burger of 163 Lovejoy spoke of the library board for not cutting the Library's budget proposed minus budget of $711,600. Beverly Lind of 716 Home Park Blvd. spoke on her concerns in cutting the Library budget and the eliminating of services to the public such as Bookmobile, and the closing of the west branch. Steve Holbrook of 711 Campbell Ave. presented his concerns about the reduction of services to the people and to the community. Gary Schmitz of 732 Stephan Ave. presented his objection for additional money for the library, and stated that some extra services might have to be cut. Jessica Hey of 1209 W. 4th St. stated that the library should be available to everyone. Jane Hogen of Local 7175 Union presented her support for keeping the library budget as is. Moved by Penaluna, seconded by Roehr that the above presentations be received and placed on file. Motion carried. 78072 - Margo Dundon of Grout Museum thanked the Mayor and Council for the museum's finding. Director of 4-H thanked the Mayor and Council for their support. Sandy Eickleberg stated her concerns about over loading the Park Department if the Water Patrol should be placed under their control. Mike Adams stated that he was against once a week garbage pick-up and spoke on behalf of the garbage pick-up workers. MDved by Getty, seconded by Burton that the above presentation be received and placed on file. Motion carried. 78073 - Lawrence Seals of 130 Harrison Street presented his request to have the City take care of a City owned lot located on Harrison Street and Argyle Street. Rollin Schnabel of Metro Transit spoke against present cuts in the proposed budget. Moved by Bowers, seconded by Burton that the above presentations be received and placed on file. Motion carried. 78074 - Moved by Penaluna, seconded by Getty to place four Liaison positions back into the Police budget to keep the Liaison program and the present level. Ayes: Six. Nay: Bowers. Motion carried. 78075 - Moved by Roehr, seconded by Wilharm to reduce the Police budget Liaison program to remain at present level and eh $69,760 with the up for the additional Liaison officers by mak' having Police Chief Bthe Police making making additional cuts in the Police Department. Ayes: Bowers, Roehr, Wilharm. Nays: Burton, Dowie, Cetty, Penaluna. Motion failed for failure to receive majority vote of the members. -3- 78076 - Moved by Roehr, seconded by Dowie that $10,000 be added to the Print Shop Budget for additional equipment. Ayes: Seven. Motion carried. 78077 - Moved by Getty, seconded by None to add $10,000 to the Park Department for safety patrol on the river. Motion died for lack of second. 78078 - Moved by Dowie, seconded by Penaluna that Resolution be adopted stating that if additional funds are received froiu taxes or revenue sharing funds over and above the items and contingencies identified in the Fiscal Year 1981 Budget, will be earmarked for Library use. Ayes: Seven. Resolution adopted and upon approval by Mayor, assigned No. 268416. 78079 - Moved by Penaluna, seconded by Roehr to accept Budget as amended with an additional $69,760 to be added to the Police Department to keep the Liaison program at present level and an additional $10,000 to the Print Shop for purchase of new equipment. Ayes: Seven. Motion carried. 78080 - loved by Getty, seconded by Dowie to adjourn the hearing to March 11, 1980 at 7:00 P.M. Motion carried. 78081 - Moved by Burton, seconded by Bowers to order Clerk to publish date of hearing as March 11, 1980 as amended.
