Mayor Rooff in the Chair. On roll call: Present: Bowers, Burton, Getty, Penaluna, Wilharm. Absent: Dowie, Roehr. Invocation by Councilman Bowers. 77905 - Moved by Burton, seconded by Wilharm that the Agenda, as amended, for the Regular Session of February 11, 1980 at 7:00 P.M., be accepted and approved. Motion carried. 77906 - Moved by Wilharm, seconded by Burton that the Minutes of the Regular Session held February 4, 1980 at 7:00 P.M. be approved. Motion carried. 77907 - Moved by Bowers, seconded by Burton that Proof of Publication of Notice to Bidders for Flood Control Pumps, as published in Waterloo Courier on 2-1-80, be received and placed on file. Motion carried. 77908 - Moved by Wilharm, seconded by Bowers that the following bids for Flood Control Pumps, be received, placed on file, Gierke -Robinson Co. in the amount of $79,936.39, Waterloo Steel & Equipment in the amount of $96,226.00, Herman M. Brown in the amount of $82,950.00, and the low bid of Gierke -Robinson in the amount of $79,936.39 accepted. Ayes: Five. Absent: Dowie, Roehr. Motion carried. 77909 - Michael Diers of 3726 E. Shaulis Road requested to have Paving Contract #166 Assessment reduced due to his triangular lot. Moved by Bowers, seconded by Burton to receive the above request for having Paving Contract X6166 Assessment reduced due to odd shape of lot, be received and placed on file. Motion carried. 77910 - Moved by Wilharm, seconded by Bowers that request of Michael Diers, 3726 E. Shaulis Road be referred to City Engineer for checking and Engineer to report back on his findings February 18, 1980. Motion carried. 77911.- Irving Kressley of 830 Belle brought to the Council's attention his request for paving in the Cedar Terrace area. He stated that the residents of this area want and have tried to get paving in this area. David Marvitz of 933 Belle stated that they have taken a survey and out of 200 resi- dents contacted, approximately 118 residents are in favor of street paving in the Cedar Terrace area. He stated that they are getting a petition ready now so that they may be considered in the City's future paving projects. 77912 - Moved by Getty, seconded by Penaluna that Semi Traffic on E. Donald (Hwy 63 East to City Limits) be referred to Sign & Traffic Department for checking and report back. Motion carried. 77913 - Moved by Wilharm seconded by Getty that request of David H. Buck on behalf of Matt Parrott and Sons Company for vacation, sale and conveyance of east -west alley in Block 9, Ricker & Bratnober Land Company Addition for $0.10 per square foot plus costs, and Plan and Program Commission's recommendation for approval, be received, placed on file, and "Resolution fixing the time and place of hearing as February 25, 1980 on proposal to vacate, sell and convey certain real property to David H. Buck on behalf of Matt Parrott and Sons Company and Craftbuilt Homes of Waterloo, Inc.", adopted and Clerk instructed to publish notice of hearing. Ayes: Five. Absent: Dowie, Roehr. Resolution adopted and upon approval by Mayor, assigned No. 26794. 77914 - Moved by Wilharm, seconded by Bowers that communication from City Engineer, transmitt- ing bid tabulation from Black Hawk Plumbing for 600 Block North Barclay Street, Sani- tary Sewer Relocation, Contract No. 194, and recommending to revise The Scope and rebid the Project and return certified check to Black Hawk Plumbing. Ayes: Five. Absent: Dowie, Roehr. Resolution adopted and upon approval by Mayor, assigned No. 26795. 77915 - Moved by Burton, seconded by Wilharm that City Treasurer's Statement for January, 1980, showing Fund Balance 1-1-80 $15,937,253.61, + Receipts - Taxes $223,095.29, + Receipts - City Clerk $462,200.89, + Receipts - City Treasurer $1,507,581.07, + Receipts - Transfers $1,288,395.10, - Disbursements $4,429,162.14, Balance on Hand 1-31-80 $14,989,363.82, be received, placed on file, and approved. Motion carried. -2- 77917 - Moved by Bowers, seconded by Burton that construction plans for Sanitary Sewerage Facilities serving Major Orr's Addition (Schultz Street Sanitary Sewer Extension), together with Treatment Agreement Form WQ-59 (Dec 78) for Department of Environmental Quality and City Engineer's recommendation for approval subject to final acceptance of plans being reviewed and accepted by DEQ, be received, placed on file, recommendations approved, and Mayor and Clerk authorized to execute said Agreement Form.
