Mayor Rooff in the Chair. On roll call: Present: Bowers, Burton, Dowie, Getty, Penaluna, Wilharm. Absent: Roehr. Invocation by Councilman Wilharm. 77871 - Moved by Bowers, seconded by Dowie that the Agenda, as proposed, for the Regular Session of February 4, 1980, at 7:00 P.M. be accepted and approved. Motion carried. 77872 - Moved by Wilharm, seconded by Bowers that the Minutes of the Regular Session held January 28, 1980, at 7:00 P.M. be approved as corrected. Council Action Number 77831 of January 28, 1980, showed a typographical error stating Certified Check as $9,900.00 but should be $900.00 received. Motion carried. 77873 - Moved by Burton, seconded by Dowie that Proof of Publication of Notice of Public Hearing to sell Disposal Parcel No. 40, 1100 block East Fourth Street, in Logan Avenue Urban Renewal Area, Project No. Iowa R-2, as published in Waterloo Courier on December 28, 1979, to Urban Enterprises, Inc., 201 Lincoln Street, Waterloo, Iowa, be received and placed on file. Motion carried. 77874 - This being the time and place for hearing, the Mayor called for written and oral objections, and there were none. Moved by Bowers, seconded by Burton that "A Resolution approving the sale of Disposal Parcel No. 40, 1100 block East Fourth Street, in Logan Avenue Urban Renewal Area, Project No. Iowa R-2, and authorizing the execution of the necessary contract for sale of land for a private development purpose and deed", be adopted. Ayes: Six. Absent: Roehr. Resolution adopted and upon approval by Mayor, assigned No. 26783. 77875 - Moved by Bowers, seconded by Burton that Proof of Publication of Notice of Public Hearing on proposal to adopt an Ordinance Establishing Inspection Fees for Multiple Family Dwellings as published in Waterloo Courier on January 25, 1980, be received and placed on file. Motion carried. 77876 - This being the time and place for hearing, the Mayor called for written and oral objections, and there were oral objections from Irvin Eilers, a member of the Black Hawk Housing Association, and John Russell. Moved by Dowie, seconded by Penaluna to delay for one week the adoption of an "Ordinance Establishing Inspection Fees for Multiple Family Dwellings" until this matter can be researched further. Motion carried. 77877 - Moved by Penaluna, seconded by Dowie that communication from Plan and Program Commission recommending approval of site plan for an addition to the Schoitz Memorial Hospital. The addition measures approximately 20,000 square feet and will house medical offices, be received and placed on file. Motion carried. 77878 - Moved by Wilharm, seconded by Bowers that Proof of Publication of Notice of Public Hearing on site plan for an addition to Schoitz Memorial Hospital which will house medical offices as published in Waterloo Courier on January 25, 1980, be received and placed on file. Motion carried. 77879 - This being the time and place for hearing, the Mayor called for oral and written objections, and there were none. Moved by Dowie, seconded by Burton that "Resolution approving the site plan for Schoitz Memorial Hospital", be adopted. Ayes: Six. Absent: Roehr. Resolution adopted and upon approval by the Mayor, assigned No. 26784. 77880 - Moved by Dowie, seconded by Penaluna that communication from Community Development Board, transmitting an offer of sale to the City of Waterloo from Walter E. Knipp, a portion of the property located on Shaulis Road (part of the SW ; SE %, Section 12, Township 88N, Range 13W, approximately .42 acres) for the sum of $2,940.00 for construction right-of-way for paving of Shaulis Road, and recommending approval, be received, placed on file and "A Resolution accepting and approving certain offers to sell real property to the city and accepting and approving certain deeds", adopted. Resolution adopted and upon approval by Mayor, assigned No. 26785. 77881 - Moved by Wilharm, seconded by Bowers that communication from Plan and Program Commission transmitting site plan for Faith Evangelical Lutheran Church located southeasterly of the intersection of West Fourth Street and West Ridgeway Avenue, as legally described in attached Exhibit "A", and recommending approval subject to certain conditions of the Plan and Program Commission, and on Council's own motion, be received, placed on file, approved and date of hearing set as February 25, 1980, at 7:00 P.M. in the Council Chambers and Clerk instructed to publish notice.
