The City Council of the City of Waterloo, Iowa, met at 12:00 Noon on January 2, 1980 in the
Council. Chambers in the City Hall.
Mayor Leo P. Rooff in the Chair and called the meeting to order.

of Mayor Leo P. Rooff, and Council Members Harold E. Getty, Robert R. Wilharm, Jack L.
Roehr, Frank D. Dowie III, Thomas R. Penaluna, Delman Bowers and James E. Burton, be
received and placed on file this January 2, 1980 at 12:00 Noon. Motion carried.
77660 - Mayor Rooff then requested Rev. Jack Boelns of First Presbyterian Church of Waterloo
to offer the invocation.
Mayor Rooff, at 12:04 o'clock P.M., announced the Council would now proceed with the
business of organization.
77661 - Moved by Wilharm, seconded by Penaluna that the communication from Mayor Rooff, submit-
ting the name of Tom Campbell for appointment as Acting City Clerk for the City of
Waterloo until a City Clerk is hired, be received, placed on file and Tom Campbell
appointed Acting City Clerk for said period of time until a City Clerk is hired. Ayes:
Seven. Motion carried. Mayor Rooff then administered the Oath of Office to Tom
Campbell Acting City Clerk.

for Council approval the appointment of Jack L. Roehr as Mayor Pro Tem for the Years
1980 and 1981, be received, placed on file and Council Member Jack L. Roehr appointed
Mayor Pro Tem for said Years. Ayes:. Seven. Motion carried.
77663 - Moved by Roehr, seconded by Wilharm that communication from Mayor Rooff submitting the
reappointment of Harold L. Smith as Chief of Fire Department for the period of January
2, 1980 through July 1, 1980, be received, placed on file and said reappointment approver

the reappointment of Frank J. Bemisdarfer as Chief of the Police Department for the
Years 1980 and 1981, be received, placed on file and said reappointment approved.

for Council approval the reappointment of Tom Campbell as City Treasurer/Finance
Director of the City of Waterloo for the Years 1980 and 1981, be received, placed on
file and Tom Campbell appointed City Treasurer/Finance Director for said Years. Motion
carried.

$5,000 covering all classes of City Employees, including an additional amount of $5,001'
for Tom Campbell, Acting City Clerk and Tom Campbell, Finance Director, but excluding t':
Police, Fire and Water Works Departments, and Bond No.S-716744 of Thomas G. Campbell,
City Treasurer, in the amount of $10,000, both with Northwestern National Insurance
Company of Milwaukee, Wisconsin, as Surety, be received, placed on file and approved.
Motion carried.
77669 - Mayor Rooff addressed the Council, stating that the 1980's will probably be the most
important decade in the city's history and will challenge the council's wisdom. Some
of the forthcoming events in this administration are the comprehensive plans for
downtown Waterloo including hotel projects and the planned Intercity Freeway.

The Council of the City of Waterloo, Iowa met in Special Session in the Council
Chamber in the City Hall at 11:50 A.M. on January 2, 1980. Mayor Rooff in
the Chair. On roll call: Present: Bowers, Burton, Getty, Penaluna, Roehr.
Absent: Wilharm.

77656 - Moved by Bowers, seconded by Dowie that the Minutes of the Regular
Session held on December 26, 1979 at 7:00 P.M., and of the Board of
Health at 7:40 P.M., be approved. Motion carried.
77657 - Moved by Burton, seconded by Penaluna that communication from Mayor
Rooff submitting the name of Tom Campbell as Acting City Clerk until
a new Clerk is hired. Ayes: Seven. Motion carried.
