Motion by Collier, seconded by Mollenhoff to approve the agenda as
proposed. Ayes: Five. Absent: Jordan, Krizek. Motion carried.
City Building Official Louis Cutrwright provided copies of the
revised Plumbing Code for the Mayor and Council's review. These
revisions will bring the Plumbing Code up to the 1994 Uniform
Plumbing Code standards. The Plumbing Board members were present,
Jim Breckunitch, Douglas Carpenter, DeWayne Mingus, Wayne Crow and
Joseph Lingua Jr and were thanked for their contribution to this
ordinance change. The Plumbing Board stated that they were
satisfied with the final code being presented.
Councilperson Mollenhoff asked for identification of any changes
that would impact the consumer. Cutwright stated that there should
be no significant impact as standards being used today already had
comparable material requirements.
Councilperson Getty asked if the proposed code was similar to the
Cedar Falls Plumbing Code and it was identified as being very close
to the same.
Mayor Rooff recommended that a list of the proposed changes be sent
to licensed contractors for educational purposes.
It was moved by Getty, seconded by Murphy to direct the Building
Official to submit the revised City of Waterloo Plumbing Code to
the City Council for approval in regular session. Ayes: Five.
Absent: Jordan, Krizek. Motion carried.
With no further business before the council, it was moved by Getty,
seconded by Mollenhoff that the meeting be adjourned at 5:04 p.m.

Administrative Director Bob Stevenson provided a list of the
committee members participating in the Riverview plan development
since its establishment last November. The committee has
identified a number of problems that need to be resolved and
planning has reached the stage of development requiring public
input.
There are problems with the access into the area as the salvage
yards along the access roads aren't very aesthetically pleasing.
Access needs to be controlled and it is desirable to maintain a
separate access point for City maintenance operations such as
street sweepings, snow storage or water pollution treatment
operations. Property needs to be purchased to complete the land
allocation set forth in the architect's renderings. If the
architect's plans are approved by the Council the next step to be
taken would be to make application to the Park Board for their
approval and solicit public input through community meetings.
Craig Ritland was introduced as the architect for the project and
he explained the two phase process that is proposed during the
development of the area. The total recreation area land use is
projected to cover 300 acres including two lakes of 16 acres and 24
acres respectively. Recreational activities include passive sports
such as biking, walking, fishing and camping. An ATV recreational
trail is proposed and the area is currently being used in such a
manner. Funds may be available from State grants funded by the ATV
licensing fees to assist with the development and fencing needed
for the ATV trails.
Phase I preliminary plans were shown with public access from
Mitchell Avenue to the lakes and continuing to the boat ramp at the
Cedar River. Entry to the ATV trails would be in the same general
area as the existing boat ramp.
Phase II plans change the access point away from Mitchell Avenue to
creating an entrance off of Texas Street by using access through
the Aspro business area which is located on land owned by the City
of Waterloo.
Councilperson Murphy asked if there could be contamination problems
on the land purchased from the salvage yard which would impact the
development. Bob Bamsey, RUST, stated that sample borings have
been taken from the site for the Water Pollution Control Treatment
facility project and only marginal problems have been identified.
The only other contamination problem that is foreseen over time
would be any leakage from the salvage yards into the water. It is
unknown at this time whether they would impact the site.
Councilperson Anders stated his concern about developing a park a
flood plain when the City hasn't rehabilitated the camp area at
Hope Martin park after the flood of 1993. This would be an added
burden on the Parks system. Parks Superintendent Paul Huting
stated that many parks are developed in flood plain areas simply
because there is little else that can be located in a designated
flood plain. Huting stated that he would be working with the City
electricians to evaluate alternatives to providing electrical
service for this area.

Collier to proceed with the presentation of the proposed Riverview
recreational area to the Parks Board and to solicit public input on
the plan. Ayes: Five. Absent: Jordan, Krizek. Motion carried.

It was moved by Mollenhoff, seconded by Collier to approve the

City Engineer Eric Thorson reviewed the reconstruction and overlay
street requests by ward with the council. The only ward list that
needed to be revised is Ward 1. It was recommended that Meadow
Lane be re-evaluated for possible overlay to extend the life of the
street for approximately five years without proceeding with total
reconstruction at this time. Thorson agreed to evaluate that
prospect for Meadow Lane with Assistant City Engineer Dennis Gentz
and to provide estimates for an alternative overlay program to
reduce the costs for Ward 1.
Mayor Rooff reported that a pilot seal coat project would be
demonstrated in the alley off Franklin Street by St. John's church.
Street Superintendent Dick Grimm will be identifying the cost of
preparation by City crews in addition to the cost of seal coating
by a private contractor. The City can then evaluate whether seal
coating alleys is a viable option to the cost of maintaining them
with graders and rocking them.
The success of seal coating streets will be evaluated in the Cedar
Terrace area and may be extended into other unimproved areas using
the 1996 local option sales tax funds if approved by the oversight
committee.
It was moved by Getty, seconded by Mollenhoff to approve the 1996
Street Improvement list with the exception of removing Meadow Lane
from the reconstruction schedule and placing it in the overlay.
