SPECIAL SESSION
December 19, 1973 - 4:30 P.M<
The City Council of the City of Waterloo, Iowa, met in Special Session in the
City Council Chambers in the City Hall in said City at 4:30 o'clock P,M, on
December 19, 1973, pursuant to the following call:
TO: CITY COUNCILMEN OF THE CITY OF WATERLOO, IOWA
You are hereby notified that a Special Meeting of the City Council
of the City of Waterloo, Iowa, will be held at the Council. Chambers
in the City Hall in the City of Waterloo, Iowa, at 4:30 o'clock
P.M, on Wednesday, December 19, 1973, and that said Special Meeting
is being called for the purpose of
A public hearing on the plans and specifications and pro-
posed form of contract for the Westfield -Virden Urban Re-
newal Project, construction of River Road, City of Waterloo,
City Contract No. 142, taking of bids for said improvement,
and letting of contract subject to approval of HUD.
You are further notified that no other business except the above
will be transmitted at said Meeting.

Due, timely and legal service of the above notice is hereby accepted
this 17th day of December, 1973 by me, a duly elected, qualified and

65039 - Moved by Morrissey, seconded by Mabrey that the Copies of the Call for
the special meeting be received and placed on file.
Motion carried.
65040 - Moved by Cavanaugh, seconded by Miller that the proof of publication of
the Notice of Public Hearing on Plans and Specifications and proposed
form of Contract for the Westfield -Virden Urban Renewal Project, con-
struction of River Road, City of Waterloo, City Contract No. 142, and
the taking of bids for said improvement, be received and placed on file.
Motion carried.
65041 - The Mayor announced the time had arrived to hear objections, if any, and
asked if anyone present wished to be heard or make objections, or if
there were any written objections filed with the Clerk.
No one appeared to object orally to the plans, specifications, form of
contract, etc, and the Clerk reported that no written objections had
been filed.

Willie Mosley, Director of Waterloo Human Rights Commission, asked if
affirmative action on equal opportunity employment had been considered
on this contract. Community Development Administrator Mercer reported
that it was a part of this contract,
Clarence Terry, from the Minority Contractors, asked if we had received
a telegram from a minority contractor. He pointed out that they have
had pre -conference before the bids were taken to see if the contractors
have affirmative programs.
Community Development Administrator Mercer reported we do have a pre-
conference before taking bids on demolition contracts and Mr. Mcsley and
the Minority Contractors have been invited to attend, He further stated
this is not a HUD requirement that we have a pre -conference before an
invitation for bids.
Mayor Turner asked if Mr. Terry was making an objection to the plans and
specifications on this contract, Mr. Terry stated his objection was
that there was not a pre -bidding conference as there had been en previous
contracts and in his estimation this set the precedent for future
contracts.
Moved by Morrissey, seconded by Lichty that the objections of Clarence
Terry be received and placed on file.
Motion carried.
65042 - Mayor Turner reported that we have met the H'A'D requirements and .reccrc-
mended that the objections be overruled.
Moved by Keller, seconded by Miller that Resolution No. 23012, overruling
the objection of Clarence Terry to the River Road, Westfield -Virden Urban
Renewal Project R-7, Contract No, 142, be adopted.
On roll. call, Cavanaugh, Dykeman, Keller, Lichty, Mabrey, Miller and
Morrissey voted Aye. Nay: None, Absent: None. Mayor declared the
resolution adopted.
65042A- Moved by Miller,seconded by Mabrey that Resolution No. 23012A, confirm-
ing the approval of the plans, specifications, etc. for the River Road,
Westfield -Virden Urban Renewal Project, Iowa R-7, Contract No. 142, be
adopted.
On roll call, Cavanaugh, Dykeman, Keller, Lichty, Mabrey, Miller and
Morrissey voted Aye. Nay: None. Absent: None. Mayor declared the
resolution adopted.
65043 - Moved by Mabrey, seconded by Cavanaugh that Resolution No. 23C13, rder-
ing the construction of the River Road, Westfield -Virden Urban Renewal
Project R-7, Contract No, 142, in the City of Waterloo, Icwa, be adopted.
On roll call, Cavanaugh, Dykeman, Keller, Lichty, Mabrey, Miller and
Morrissey voted Aye. Nay: None. Absent: None. Mayor declared the
resolution adopted.
65044 - Moved by Cavanaugh, seconded by Morrissey that the proof of publication
of Notice to Contractors or Invitation for Bids for the construction of
the River Road, Westfield -Virden Urban Renewal Project R-7, Contract No.
142, in the City of Waterloo, Iowa, be received and placed on file.
Motion carried.
65045 - Moved by Dykeman, seconded by Mabrey that the Clerk be instructed to open
