77773 - Moved by Dowie, seconded by Bowers that there is a correction in the January 21, 1980
Agenda,should read that the F.Y. 1979 Oiling Program, Contract No. 1,resolution to be
adopted is for the accepting of work and ordering preparation of Final Plat and
Schedule of Assessments not resolution adopting and levying final schedule of
assessments, and providing for the payment thereof. Motion carried.

of January 21, 1980 at 5:00 P.M. be accepted and approved. Motion carried.
Moved by Roehr, seconded by Dowie that a correction in the Minutes of the Meeting
held January 7, 1980 should state that Daniel Wee was requesting sidewalks on Park
Lane and thanked the Mayor, Council and various departments responsible for the instal-
lation of the safety traffic lights on Kimball and Park Lane. Motion carried.

of January 14, 1980 should state that Urban Renewal should be called Community

77816 - The Mayor announced this was the time and place for public hearing, as published in
the Waterloo Courier on 12/21/79, called for written and oral objections, and
there were none.
Bob Braun, Attorney for Midtown Development, Ltd., presented an artist concepts of
the proposed renovation to the Donaldson Building.
Mayor Rooff stated he thinks this is a fantastic part of the new downtown plan the
committee has developed and thinks its great.
Braun then discussed the plan and some of the benefites to be derived from the plan:
1. 190 additional jobs, 2. Does not affect city water, sewer, or traffic pattern,
3. Market rate offices in influence area, 4. Increased jobs - Office, retail,
restaurant & services, 5. Provides anchor for expanded retailing, 6. Designed for
major department store occupancy, 7. Increase tax revenue from $14,600 to $77,000
dollar set, and 8. Downtown architectual focal point.
