HomeMy WebLinkAbout04/21/1986CITY COUNCIL WORK SESSION April 21, 1986 5:00 p.m. Large Conference Room Members present: Angel, Budak, Miller, Lichty, Wright and Mayor McKinley. Members absent: Dowie and Seeber. Jim Rodemeyer, Assistant Personnel Director, presented an alternative proposal for employing seasonal workers in the Street, Sanitation and Sewer Departments through Manpower Temporary Services. He indicated that during a work session held on April 14, 1986, the Council asked that he review and present an alternative proposal. In a letter dated April 18, 1986, Mr. Rodemeyer recommended that the seasonal workers as listed on Attachment 1 be employed by the City at their current rate during the next fiscal year. The wage rate paid to these employees would be subject to annual review by the Mayor and Council prior to the beginning of each construction season. He also recommended that any additional or replacement seasonal workers be hired through and employed by Manpower Temporary Services. Councilmember Budak expressed a desire to utilize seasonal help as soon as possible and get the street work completed. Councilperson Lichty expressed a desire to hire more fulltime employees for the Street Department. In response to several questions from Councilpersons, Mr. Rodemeyer indicated that unemployment benefits paid to seasonal help in the Street, Sanitation and Sewer Departments is approximately $25,000 per year. If the City were to contract with Manpower Services, the City would no longer be responsible for this payment. There was some discussion as to when current monies would allow temporary employees to begin work this Spring. An informal vote of the Council was taken. It was recommended that those employees listed in Exhibit A be employed at the hourly rate indicated. This rate will be frozen and reviewed at the beginning of each construction season. The next item of discussion was the establishment of a consolidated transit entity. Chris Harshbarger indicated that the Council need not take any other action than authorize the commencement of a study to review consolidated transit services in the metropolitan area. The study would focus on existing service plus any other enhancements such as shop and ride. Councilperson Lichty expressed concern that such a system may put the Waterloo Cab Company out of service. It was indicated that the consolidation of transit services would be a brand new concept with no prototype to follow. Transit provided by the public school system will not be considered as a part of the study. The above item will appear on the City Council Agenda of April 21, 1986 for formal review and recommendation. With no further business before the Committee, the meeting was adjourned. Larry P.
