HomeMy WebLinkAbout08/14/1986CITY COUNCIL WORK SESSION August 14, 1986 4:00 p.m. Large Conference Room Members present: Mayor McKinley, Councilpersons Miller, Budak, Lichty, Wright, and Seeber. The Agenda, as proposed, was approved. Mayor McKinley opened the meeting by indicating that street repair within the City is a major problem. Several issues must be addressed but primary attention must be given to the long-range plan for the repair of these streets as well as how we intend to pay for their repair. Eric Thorson, City Engineer, presented a Proposed Pavement Management Program for the City of Waterloo. The central portion of the program was the establishment of a Citizens Committee to review the situation and make recommendations to the Council. Committee action would include approximately six (6) meetings to review the conditions of the city streets and pavement management; assess the need to repair, restore and reconstruct streets; discuss financing alternatives: establish an acceptable financing period related to pavement improvements and management; prioritize criteria for pavement improvements and reconstruction; and finally make recommendations to the City Council. Proposed make-up of the committee would include the two At -Large Councilpersons; appointments made by the Mayor; the City Engineer; the Street Superintendent: the Planning and Development Director; and Fedon Petrides. The advantage of having a Pavement Management Program would be that the City would then have a tool to plan and organize the repair of its streets. Currently the City does not have a long-range approach for its street repair program as well as a planned method of financing these improvements. The plan could eventually require additional staff time and funding and would be developed over several years. After discussion, the Council suggested eliminating the committee structure as described above. Again, Councilperson Lichty stated that the City has spent too much money in planning and organizing its street repair program and should spend this money instead on the actual fixing of streets. Miller now absent. Larry Reading presented a method of street repair. This process would be the removal of the top 3/4" of surface and replace it with a mat surface. He indicated that in 1978 the City hired him to do several City streets including U.S. Highway 218 South and Williston Avenue. Lichty now absent.
