HomeMy WebLinkAbout07/21/1986CITY COUNCIL WORK SESSION July 21, 1986 6:00 p.m. Large Conference Room Members present: Councilpersons Seeber, Budak, Angel, Wright, Miller and Mayor McKinley. The Agenda, as proposed, was approved. Tim Shields, from the Institute of Public Affairs at the University of Iowa, discussed ideas for future training for boards, commissions and staff members. Since 1949, the University of Iowa has been providing services to governmental units throughout the state at all levels of government. Most recently the focus has been turned toward goalsetting sessions for policymakers, including members of boards and commissions. He emphasized that policymakers must look at key issues including their mission and goal, as well as their legal role in the political process. The need for these sessions is largely due to the growth of City government, the increasing complexity of government, and increased federal and state regulations to which municipalities are subjected. The result of such training is that policymakers are made better aware of their job and a better communication link is established. A training session for boards and commissions is envisioned to take three (3) to six (6) sessions. Approximate cost of this training would be $1,200 to $1,500. An approximate timetable of mid-September for this training was discussed. Mr. Shields encouraged councilmembers to attend the board and commission training. Councilpersons Wright and Seeber indicated that prior sessions with the Institute of Public Affairs have been helpful. Other Councilpersons present including Angel, Budak and Miller indicated that they would concur in the need for this type of training. The staff was directed to arrange with Mr. Shields a future training session for boards and commissions sometime in mid-September.
